The Food and Agriculture Organization of the United Nations (FAO) is inviting Expressions of Interest for the position of Report Writer within the Plant Production and Protection Division (NSP). This non-staff consultancy opportunity is home-based and offers a contract duration ranging from three to eleven months, depending on organizational needs and funding availability. The role supports the work of the International Plant Protection Convention (IPPC) Secretariat and contributes directly to global plant health governance and reporting processes. Organizational Context The International Plant Protection Convention (IPPC) is an international treaty with over 180 contracting parties, dedicated to protecting cultivated and wild plants by preventing the introduction and spread of plant pests. The Convention operates under Article XIV of the FAO Constitution and is hosted by FAO at its headquarters. The IPPC Secretariat facilitates the implementation of the Convention and supports the development of International Standards for Phytosanitary Measures (ISPMs). It also serves as the implementing body for the International Year of Plant Health and the International Day of Plant Health, working closely with FAO and global partners to strengthen plant health systems worldwide. Reporting Lines and Collaboration The Report Writer will report to the Integration and Support Team (IST) Lead, working in close coordination with the IST Communications Specialist and communication focal points across IPPC Secretariat units. The role requires regular collaboration with technical officers, senior staff, and multidisciplinary teams operating across different regions and time zones. Key Tasks and Responsibilities Under the general supervision of the IST Lead, the incumbent will provide high-quality editorial and reporting support across IPPC activities. Core responsibilities include: Pre-drafting reports for IPPC-related meetings based on official meeting documents Managing the full report-writing process, including planning, drafting, editing, and revisions Preparing reports for IPPC governing and subsidiary bodies, including: Commission on Phytosanitary Measures (CPM) CPM Bureau and Strategic Planning Group CPM Focus Groups Technical Panels Regional Workshops Technical Consultations among Regional Plant Protection Organizations (TC-RPPOs) APP meetings and related events International Day of Plant Health (IDPH) 2026 Coordinating review and clearance processes with IPPC officers and designated senior reviewers Maintaining and updating the IPPC style guide in alignment with the FAO Style Guide Providing editorial support for articles, guides, manuals, factsheets, and meeting minutes Applying FAO and IPPC editorial policies, templates, and publishing standards Ensuring consistency with approved layouts and document formats FAO Standards and Editorial Compliance All materials developed under this assignment must adhere to FAO and IPPC communication standards. This includes: Compliance with FAO clearance and review procedures Alignment with the FAO Strategic Framework 2022–2031 Application of FAO Style, FAO terminology, and IPPC publication standards Coordination with the Office of Communications (OCC) to ensure consistency, messaging alignment, and editorial quality Further guidance on FAO communication policies and branding standards will be provided through internal resources. Minimum Requirements Candidates will be assessed against the following criteria: Education For Consultants: Advanced university degree in agriculture, languages, journalism, communications, social sciences, business administration, or a related field Candidates with a bachelor’s degree must have two additional years of relevant experience For PSAs: University degree in a relevant field from a recognized institution Professional Experience At least three years of progressive experience in technical writing, editing, or rapporteurship within an international development context Demonstrated experience attending high-level technical meetings and synthesizing discussions into clear, accurate reports Language Full professional proficiency in English Technical and Functional Competencies Successful candidates will demonstrate: Strong analytical, editing, and report-writing skills Advanced ability to apply editorial styles such as FAO Style, IPPC Style, or the Chicago Manual of Style Proactive approach with proven ability to meet deadlines Strong communication skills in remote and multicultural working environments Advanced proficiency in MS Word, including use of Styles and Track Changes Experience working across multiple regions or technical areas Familiarity with phytosanitary measures, biosecurity, or the WTO-SPS Agreement is considered an asset FAO Core Values and Additional Information All candidates must adhere to FAO’s core values of Commitment to FAO, Respect for All, and Integrity and Transparency.
