The Food and Agriculture Organization of the United Nations (FAO) is seeking an experienced Emergency Programme Specialist (Cash and Voucher Assistance – CVA) to support its expanding humanitarian and early recovery operations in Ukraine. The position is based in Kyiv and offered on a consultancy contract for up to eleven months. This role plays a central part in strengthening FAO’s emergency response, supporting vulnerable rural communities, and ensuring the effective delivery of cash-based interventions across multiple projects. Organizational Context FAO has significantly increased its engagement in Ukraine, following the establishment of a dedicated Project Office to expand technical and humanitarian assistance. Since joining FAO in 2003, Ukraine has partnered with the Organization in agricultural development and humanitarian response programmes. After the escalation of conflict in 2022, FAO scaled up its activities to protect food security, support agricultural production, and provide emergency assistance in affected oblasts. This post supports FAO’s mission to deliver timely, evidence-based interventions and operate in alignment with UN system-wide standards. Reporting Lines The Emergency Programme Specialist reports to the Designated Responsible Officer (Head of Office) and works under the day-to-day guidance of the Emergency and Rehabilitation Officer. The specialist will supervise three team members within the Cash and Voucher Assistance unit and collaborate closely with the Assessment, Research and MEAL Unit (ARM), Procurement, Operations, and the Food Security Cluster. Technical Focus The role centres on leading the design, implementation, and oversight of CVA-related activities within FAO Ukraine’s emergency and early recovery portfolio. The specialist ensures rigorous data management, operational compliance, and strategic planning, while strengthening processes that support informed decision-making. Key Responsibilities • Lead the CVA team by providing technical, programming, and operational guidance for project development, implementation, and monitoring of cash and voucher components in compliance with FAO regulations.• Oversee all data processes related to CVA activities, including verification, compilation, analysis, and dissemination of emergency programme information to support evidence-based decisions.• Review and streamline CVA-related procedures in line with FAO Manual Sections, ensuring coherent workflows and supporting reconciliation processes.• Manage data verification activities and contribute to programme risk analyses across emergency and early recovery initiatives.• Ensure effective coordination between ARM, Procurement, Operations, and the Food Security Cluster to promote timely exchange of information and foster integrated project delivery.• Provide operational support and technical guidance to field offices conducting beneficiary identification, including designing materials, organising webinars, and offering remote or onsite capacity-building sessions.• Contribute to the formulation and implementation of FAO Ukraine’s Emergency and Early Recovery Strategy, ensuring alignment with assessment findings, outputs, outcomes, and impact metrics.• Support the programme learning cycle by integrating insights from post-distribution monitoring (PDM) and needs assessments, ensuring lessons are communicated across teams.• Assist in developing concept notes, proposals, and submissions for funding opportunities within the Emergency and Early Recovery portfolio. Minimum Requirements Candidates will be assessed on the following minimum qualifications: • Advanced university degree in Economics, Political Science, Statistics, Social Sciences, or a related field recognised by IAU/UNESCO. Candidates with a bachelor’s degree require two additional years of relevant experience.• At least five years of professional experience in programme management, data analysis, or monitoring and evaluation in humanitarian or development contexts.• Working knowledge of English (Level C).
