Role Overview The Monitoring, Evaluation, and Learning (MEL) Officer supports Front Line Defenders’ MEL system by ensuring robust monitoring, accurate data collection, and effective evaluation processes across programs and regions. The role is crucial in facilitating data-driven decision-making, strengthening organizational learning, and supporting the development of the Strategic Plan. Working closely with the MEL Manager, Database Administrator, and program teams, the MEL Officer helps implement MEL frameworks, analyze data, produce reports, and support evaluation and learning processes. This position contributes to FLD’s organizational goals by ensuring programs are informed by evidence and best practices. Key Responsibilities Monitoring and Data Collection Support the implementation of regional, program, and donor MEL frameworks Develop monitoring and tracking tools aligned with MEL frameworks, in coordination with the MEL Manager, program teams, and the development team Assist program and regional teams in systematic data collection to ensure accurate and timely monitoring Data Analysis and Reporting Analyze quantitative and qualitative data to support internal reporting, program reflection, and donor requirements Produce summaries and visualizations of monitoring data to inform evaluations and strategic decision-making Work closely with the research team to ensure data integrity and facilitate research outputs Evaluation and Learning Consolidate monitoring findings, lessons learned, and programmatic insights across regions Contribute to the documentation of case studies, stories of change, and qualitative evidence of impact Support learning workshops, reflection processes, and external evaluations, including coordination with internal and external stakeholders Collaboration and Support Build strong working relationships with internal teams, including research, programs, and regional teams Support external consultants conducting evaluations or learning projects Contribute to the organization and preparation of MEL-related documentation for strategic initiatives Person Specification Experience and Education Minimum of three years professional experience in MEL within human rights, humanitarian, development, or philanthropy sectors Advanced university degree in human rights, social sciences, development, humanitarian studies, or related fields Skills and Competencies Proven experience designing and implementing MEL frameworks, indicators, and monitoring tools Strong quantitative and qualitative analysis skills, including data software proficiency Experience developing surveys, tracking sheets, and evaluation forms Ability to compile, analyze, and present monitoring data for reporting and decision-making Knowledge of intersectional approaches in human rights programming and reporting Familiarity with the HRDs protection ecosystem Desirable Skills Experience working with databases or CRM systems Experience supporting evaluations across multiple regions or programs Benefits and Working Conditions 26 days annual leave Pension, health insurance, income protection, and life assurance Employee Assistance Program (EAP) and monthly well-being provisions Laptop and mobile phone provided Opportunity to contribute to global human rights initiatives and organizational learning Values and Culture Front Line Defenders emphasizes: Working with HRDs Commitment, responsiveness, good judgment, and results-focused approaches Developing Self Self-awareness, proactive learning, adaptability, and well-being management Working with Colleagues Respect, trust-building, collaboration, and effective communication Leadership Strategic thinking, stewardship of resources, and engagement with people Application Process Candidates should submit a CV and cover letter addressed to Mark Leonard, HR Manager via the FLD application portal: https://www.frontlinedefenders.org/en/recruitment-volunteering Only shortlisted candidates will be contacted Interviews are expected to take place during April and May 2026 The appointment will commence in June 2026 Front Line Defenders is an Equal Opportunities Employer.
