Building on these experiences, DW Akademie is commissioning a consultant to develop an evidence-based Theory of Change alongside a comprehensive advocacy strategy that will encourage humanitarian organizations, donors, and policymakers to adopt and institutionalize these approaches globally. The consultancy represents a strategic effort to strengthen humanitarian information ecosystems and promote greater recognition of information as lifesaving assistance. Consultancy Overview Organization:DW Akademie Position:Consultant – Theory of Change & Advocacy Strategy for Humanitarian Information Services Location:Remote Travel Requirement:Geneva (December 2026) Duration:September – December 2026 Estimated Budget:€29,155 (VAT Included) Application Deadline:17 August 2026 Scope of Work The selected consultant will undertake several key assignments designed to generate evidence and influence humanitarian policy. Responsibilities include: Conducting key informant interviews with relevant stakeholders Reviewing and documenting lessons learned from existing humanitarian information services Developing a comprehensive Theory of Change Designing an advocacy strategy to support wider adoption of system-wide information services Supporting dissemination of findings through international advocacy events Producing high-quality research and strategic documentation Engaging with humanitarian practitioners and policymakers throughout the consultancy The work will contribute to strengthening humanitarian accountability, community engagement, and evidence-based policy development. Required Expertise DW Akademie is seeking a consultant with substantial experience in humanitarian programming and strategic research.
