The Advocacy Consultant role in Kenya is a short-term consultancy under the Africa Team, focused on supporting Girls Not Brides Kenya in strengthening collective advocacy efforts. The consultancy is designed to enhance the national partnership’s ability to influence, communicate, and sustain momentum around the launch and socialisation of the National Strategy to End Harmful Practices. The consultant will work closely with civil society actors, government stakeholders, and partner organisations to ensure the strategy is widely understood, adopted, and effectively implemented. The assignment is structured as a part-time engagement over a period of seven months. It is anchored in strengthening national coordination while aligning advocacy efforts with regional and global movements aimed at ending child marriage and other harmful practices affecting girls. Purpose of the Consultancy The primary purpose of this consultancy is to provide technical assistance to Girls Not Brides Kenya. The consultant will strengthen the collective advocacy capacity of national partnership members so they can effectively engage in policy dialogue, public awareness, and accountability processes. The role focuses on ensuring that members are equipped with practical tools, strategic messaging, and coordination mechanisms that allow them to influence government commitments under the National Strategy to End Harmful Practices. It also aims to build long-term advocacy sustainability beyond the strategy’s launch phase. Key intended outcomes include: Improved coordination and alignment of advocacy messaging among members Stronger engagement with policy and decision-makers Increased public awareness and social mobilisation Enhanced ability to monitor and hold government accountable Greater alignment with regional and global advocacy frameworks Scope of Work The consultant will provide technical support under the guidance of the Girls Not Brides Secretariat. The work will focus on strengthening advocacy systems, tools, and partnerships within the national coalition. The scope includes: Building internal advocacy capacity across national partnership members Supporting strategic planning and positioning within Kenya’s policy environment Enhancing collaboration between civil society, government, and other stakeholders Developing tools and frameworks to support coordinated advocacy Supporting risk management in communication and engagement strategies The consultant is expected to ensure that all outputs are practical, accessible, and adaptable to diverse member organisations. Key Tasks and Responsibilities Strengthening Advocacy Capacity The consultant will provide tailored technical assistance to strengthen members’ skills in advocacy design, coordination, and implementation. This includes building their ability to sustain long-term public engagement and policy influence. Reviewing Advocacy Strategy A participatory review of the existing Girls Not Brides Kenya advocacy strategy will be conducted. The consultant will provide recommendations to improve strategic positioning, strengthen messaging, and enhance collective influence within the national policy landscape. Clarifying Advocacy Priorities The consultant will support members in identifying and refining shared advocacy priorities. This includes: Developing clear policy asks related to the National Strategy to End Harmful Practices Strengthening alliance-building approaches Improving engagement strategies with government, civil society organisations, and the private sector Enhancing relationship management frameworks for sustained collaboration Developing Advocacy Tools Practical advocacy tools will be created to support implementation. These may include: Stakeholder mapping frameworks Policy and budget advocacy guides Influence pathway tools aligned with national policy milestones The consultant will also train members on how to effectively apply these tools in real-world advocacy contexts. Addressing Communication Risks A communication risk management resource will be developed to help members anticipate challenges and respond effectively. This includes: Risk analysis frameworks Adaptive messaging strategies Guidance on maintaining credibility in sensitive advocacy environments Tools for proactive stakeholder engagement Required Qualifications and Experience The ideal consultant is expected to bring a strong blend of technical expertise, policy knowledge, and collaborative leadership experience. Key requirements include: Proven experience in advocacy, communications, and stakeholder engagement within civil society or development contexts Demonstrated success in influencing policy and advancing girls’ rights and gender equality Strong understanding of child marriage, harmful practices, and children’s rights issues in Kenya and globally Experience working with diverse stakeholders, including grassroots organisations, government institutions, and youth-led groups Excellent facilitation, communication, and media engagement skills Ability to support inclusive participation, particularly of girls and young people Advanced degree in social sciences, gender studies, development studies, communications, or related field, or equivalent professional experience Strong alignment with values of collective action, girl-led advocacy, and social justice Duration and Level of Effort The consultancy will run for seven months on a part-time basis. The consultant will be expected to manage their workload flexibly while ensuring timely delivery of agreed outputs and milestones. Application Process The deadline for applications is 15 May 2026.
