Organisation: Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ)Project: One Health Data Alliance AfricaDuty Station: Nairobi, KenyaContract Duration: Initial contract until 31 December 2028 GIZ Kenya is seeking a highly experienced ICT and Data Specialist for a long-term secondment to the African Union Interafrican Bureau for Animal Resources (AU-IBAR), based in Nairobi. The role supports the African Union Digital One Health Platform (AU-DOHP), a flagship continental initiative advancing integrated, data-driven decision-making across human, animal, and environmental health systems. Project Background The One Health Data Alliance Africa project, commissioned by the German Federal Ministry for Economic Cooperation and Development (BMZ), supports the use of data and digital technologies to improve health outcomes for humans, animals, and ecosystems. In partnership with AU-IBAR, the project has developed and piloted the African Union Digital One Health Platform, an open-source system designed to: Integrate data from multiple sectors and sources Support monitoring, forecasting, and evidence-based decision-making Adhere to data sovereignty, cybersecurity, and privacy standards The African Union is now scaling the platform across additional Member States and institutions, expanding its analytical capabilities and long-term sustainability. Purpose of the Role The ICT and Data Specialist will provide technical leadership and strategic advisory support for the management, scaling, and institutionalisation of the AU-DOHP. The role also advises AU-IBAR leadership on broader digital transformation strategies, positioning the platform as a continental reference system for One Health data. Key Responsibilities Technical Leadership and Platform Management Provide technical leadership for platform architecture, hosting, and performance optimisation Oversee cybersecurity, data privacy, and system troubleshooting Guide architecture and hosting decisions, including cloud, hybrid, and sovereign hosting models Platform Scaling and Interoperability Support coordinated deployment of AU-DOHP across AU Member States and institutions Increase platform adoption, data volumes, users, and analytical functionalities Ensure interoperability with other AU systems and alignment with continental frameworks such as: GovStack Smart Africa SATA Capacity Building and Sustainability Strengthen AU-IBAR’s internal capacity to manage large-scale data platforms through training and mentoring Engage Open Data Mesh and wider open data ecosystems to embed the platform in a sustainable digital economy Design scalable data centre strategies and support long-term institutionalisation within AU-IBAR, Africa CDC, and AU Member States Strategic Advisory and Coordination Advise AU-IBAR leadership on digital transformation and positioning of AU-DOHP Serve as the primary liaison between GIZ and AU-IBAR Lead knowledge management activities related to the platform Conduct user training during national and regional rollout workshops Ensure engagement of pilot countries in the Open Data Mesh community of practice Required Profile Education Master’s degree in: Software Engineering Computer Science Data Science Information and Communication Technology Or a closely related field Professional Experience Minimum 8 years’ experience in Information Technology or Information Systems At least 5 years’ experience developing and managing: Digital health systems Health information or surveillance platforms Minimum 3 years’ experience in international or development cooperation Technical Expertise Proficiency in database management systems (e.g. SQL, MongoDB) Experience with cloud platforms (AWS, Azure, Google Cloud) Strong programming skills (e.g. Python, R) Knowledge of: Data platform architecture Health information standards (HL7, FHIR, OpenMRS) Systems integration and interoperability Strong understanding of cybersecurity principles and data privacy regulations Additional Competencies Proven experience in institutional digital transformation Strong capacity-building, mentoring, and stakeholder engagement skills Deep understanding of Africa’s technological, social, and political landscape Business-fluent English (French is an advantage) Duty Station and Contract Location: Nairobi, Kenya Contract Duration: Fixed-term, through 31 December 2028 Equality, Ethics, and Safeguarding GIZ Kenya is committed to: Equal employment opportunities and non-discrimination A respectful, inclusive, and psychologically safe work environment Zero tolerance for sexual exploitation, abuse, or harassment Strong safeguarding and child protection standards All staff must comply with ethical standards, local laws, and mandatory ethics training.
