Description

Background Kenya’s industrial sector remains a pivotal driver of economic growth and employment. However, the sector has stagnated over the last decade, with manufacturing contributing only 7.6% of GDP, significantly below the national target of 15%. High production costs, elevated electricity tariffs, outdated technologies, and an unpredictable policy environment have constrained competitiveness. Furthermore, the sector faces intense competition from low-cost imports and exhibits weak linkages between large firms and local suppliers. Agriculture dominates Kenya’s export profile, accounting for roughly 65% of total exports. Nonetheless, most agricultural exports are raw or semi-processed, limiting domestic value addition. Micro, small, and medium enterprises (MSMEs) and informal artisans remain integral to local markets but face challenges in scaling operations due to limited support and structural barriers. The urgency for policy revision is underscored by Kenya’s progression toward Vision 2030 and the implementation of the Bottom-Up Economic Transformation Agenda (BETA), which aims for manufacturing to contribute 15% of GDP by 2027 and generate one million jobs annually. The country’s abundant renewable energy resources, constituting over 80% of electricity generation, present an opportunity for green industrialization and the production of low-carbon products. Demographic trends, with 22.3 million Kenyans projected to be aged 15–34 by 2030, further emphasize the need for an updated industrialization framework to stimulate inclusive growth and quality employment. The updated policy will address structural bottlenecks, promote value addition, enhance competitiveness, and integrate sustainability principles to position Kenya as a regional leader in green manufacturing. Purpose of the Request for Proposal The Global Energy Alliance for People and Planet (GEAPP) seeks to engage a consulting firm to support the Government of Kenya in updating and operationalizing the National Industrialization Policy. The firm will provide technical assistance, facilitate stakeholder engagement, and build institutional capacity across multiple phases of the project, culminating in a comprehensive roadmap for inclusive green industrialization. About the Global Energy Alliance for People and Planet GEAPP is a collaborative initiative committed to expanding renewable energy access in emerging economies. Recognizing energy as a critical enabler of development, GEAPP unites philanthropic organizations, governments, development partners, and the private sector to facilitate a just transition to green energy. The Alliance’s mission focuses on accelerating renewable energy adoption to drive inclusive economic growth while contributing to global climate goals. Scope of Work The consulting firm will provide technical assistance and coordination across five key phases: Phase 1: Diagnostic and Strategy Design Conduct a comprehensive review of Kenya’s National Industrial Policy and associated frameworks. Analyze priority sectors over the past 15–20 years to identify competitive advantages and challenges. Collaborate with the State Department of Industry to select key value chains and sectors for in-depth market assessments, including competitive analysis, demand quantification, regulatory review, technological trends, barriers to entry, supply chain analysis, investment climate, economic impact modeling, social and environmental considerations, risk analysis, and policy recommendations. Phase 2: Public Participation Design inclusive consultation frameworks for women, youth, SMEs, and marginalized groups. Facilitate county-level stakeholder engagements and public participation sessions. Develop policy briefs, toolkits, and case studies to inform stakeholders. Phase 3: Stakeholder Validation Provide technical drafting support for the updated policy. Conduct scenario modeling to assess policy options under various economic and climate conditions. Organize validation workshops with government, private sector, and civil society to secure consensus. Phase 4: Draft Implementation Plan and Capacity Building Develop an implementation roadmap and monitoring framework. Deliver capacity-building sessions for government officials to ensure readiness for policy execution. Proposal Requirements Proposals should include: Company Background: History, size, locations, resources, and portfolio. Organization and Staffing: Names of leadership, proposed team members, and principal representative. Attributes and Approach: Unique qualities and strategies that distinguish the firm. Experience and Technical Expertise: Examples of similar projects with KPIs and references, especially for not-for-profit engagements. Additional Information: Relevant supporting credentials, including sustainability practices. Sustainability Commitment: Compliance with environmental and social guidelines, and contributions to green initiatives.
