Location: Kampala, UgandaOrganization: Global Green Growth Institute (GGGI)Contract Duration: 36 MonthsGrade: X9 (International Scale)Reference: RP26-56 About GGGI The Global Green Growth Institute (GGGI) is a treaty-based intergovernmental organization that supports sustainable and inclusive economic growth in developing and emerging economies. For this role, GGGI is implementing the Uganda Forestry and Restoration Challenge Fund, a €7.5 million European Union-funded initiative, delivered in consortium with the United Nations Capital Development Fund (UNCDF). Role Overview The Senior Program Officer will lead the full implementation of the Uganda Forestry and Restoration Challenge Fund. The position requires strategic leadership, technical expertise, and strong stakeholder coordination to: Strengthen sustainable forestry enterprises Mobilize climate and private sector finance Promote restoration-based economic development Align with Uganda’s NDC commitments and national strategies The role reports to the GGGI Country Representative (Kampala). Key Responsibilities Program Management & Strategic Leadership Oversee full project lifecycle (planning, delivery, monitoring, reporting) Ensure compliance with EU contractual requirements Lead results-based management (logframes, KPIs, workplans) Manage €7.5M budget oversight and financial reporting Identify and mitigate program risks Stakeholder Engagement Serve as primary focal point for EU Delegation and UNCDF Engage government agencies, financial institutions, and private sector actors Represent GGGI in Steering Committees and donor coordination forums Build partnerships to mobilize climate and restoration finance Technical & Innovation Leadership Translate forestry and bioeconomy strategies into bankable investment models Develop forestry and climate finance pipelines Mainstream environmental & social safeguards, gender equality, and inclusion Align implementation with Agenda 2030 and national climate frameworks Team Leadership Manage multidisciplinary teams and consultants Provide coaching and performance oversight Foster GGGI’s values: Trust, Transparency, Respect, Partnership Required Qualifications Education Advanced degree in Forestry, Climate Change, Environmental Management, Economics, Finance, Natural Resource Management, Development Studies, or related field(Relevant experience may substitute for postgraduate degree.) Experience Minimum 10 years of relevant experience Experience managing large donor-funded projects (€5M+) Strong background in forestry, restoration, climate finance, bioeconomy, or nature-based solutions Proven EU project compliance and reporting experience (asset) Experience in Uganda’s forestry/climate policy landscape (advantage) Skills Strong results-based management knowledge Financial oversight and compliance expertise Stakeholder coordination at high levels Strategic thinker with strong problem-solving ability Excellent written and spoken English Certifications such as PMP or PRINCE2 are considered an asset.
