Contract Type: InternationalTravel Requirement: Up to 70%Sector: Humanitarian Safety, Security, and Access GOAL Global is seeking a Global Safety & Access Coordinator to play a critical role in strengthening and implementing the organisation’s global safety and access strategy. This senior technical and coordination role supports the protection of staff, operations, and programmes across GOAL’s global portfolio and serves as the principal deputy to the Head of Global Safety & Access. About GOAL Founded in Ireland in 1977, GOAL is an international humanitarian response agency with more than four decades of experience responding to the world’s most complex crises. GOAL works with vulnerable communities across 14 countries, supported by a global workforce of over 2,500 staff. While remaining an agile first responder to humanitarian emergencies, GOAL is equally committed to supporting communities on the path from crisis to recovery. Its work focuses on resilience, systems strengthening, and partnership-driven approaches that enable people not only to survive crises, but to rebuild their lives with dignity and security. Job Purpose The Global Safety & Access Coordinator supports the effective delivery of GOAL’s global safety, security, and access framework. Acting as deputy to the Head of Global Safety & Access, the role assumes delegated leadership responsibilities, leads designated global workstreams, and provides operational and technical oversight across country programmes. The primary objective of the role is to guide, protect, and support GOAL staff, mitigate operational risk, and ensure the consistent application of high-quality safety and access standards. The Coordinator delivers technical guidance to safety focal points, strengthens organisational risk management systems, and supports emergency preparedness and response. The role requires regular international travel (up to 70%), primarily across GOAL’s operations in Africa, with additional deployments across the global portfolio as required. Field assessments, evaluations, and frontline emergency support are integral to the position. Key Responsibilities The Global Safety & Access Coordinator carries responsibilities across the following areas: Global Coordination and Strategy Implementation Coordinating global safety and access systems to ensure consistent application of policies and guidelines Supporting the development, rollout, review, and updating of safety and access SOPs, tools, and guidance Monitoring country-level compliance and supporting corrective action planning Acting as Deputy to the Head of Global Safety & Access, with delegated authority and representation Technical Support and Advisory Services Advising country safety and access staff and senior leadership on risk analysis, context monitoring, and access strategies Consolidating global incident and safety data for trend analysis, dashboards, and reporting Producing risk updates, briefs, and analysis for Senior Management Teams and programme leadership Crisis Preparedness and Emergency Response Serving on the crisis management roster and deploying for emergency support when required Coordinating early crisis information flows, analysis, and operational recommendations Supporting after-action reviews and ensuring lessons learned are documented and integrated Capacity Building and Mentoring Developing and delivering training for Safety & Access focal points and programme teams Facilitating peer learning through workshops, exchanges, and virtual platforms Providing mentoring and professional development support to safety personnel Systems Management and Operational Oversight Managing global safety platforms, including incident reporting systems and risk management tools Consolidating safety metrics for HQ, SMT, and Board-level reporting Monitoring emerging risks and supporting scenario planning alongside the Head of Department Representation and External Engagement Representing GOAL in inter-agency safety forums and coordination platforms when delegated Supporting external engagement through intelligence gathering and information sharing Attending Advisory and Board meetings as delegated Experience and Skills Required Essential Proven experience in safety and access roles within humanitarian or INGO settings Demonstrated experience conducting risk assessments, incident analysis, and emergency response in crisis- and conflict-affected contexts Experience supporting or coordinating multi-country safety and access functions Strong analytical, writing, and presentation skills Ability to assume delegated leadership responsibilities and make decisions under pressure Legal right to work in East Africa Willingness and ability to travel internationally up to 70% of the time Desirable Experience acting in a deputy role or supporting senior functional leadership Proficiency in French, Spanish, or Arabic Experience managing global systems such as incident databases, dashboards, and KPIs GOAL strongly encourages applications from candidates who may not meet every requirement but are motivated by the organisation’s mission and values.
