Organisational Context GOAL works across humanitarian response, early recovery, and development settings Programmes focus on systems strengthening, resilience building, and locally led solutions Core thematic areas include: Crisis response and survival Resilient health systems Food and nutrition security Sustainable, inclusive, and resilient livelihoods Country Programme Overview – Zimbabwe GOAL has operated in Zimbabwe since 2002, implementing humanitarian and development programmes across: Harare Bulawayo Matabeleland South Masvingo Manicaland The Zimbabwe programme prioritises: Economic wellbeing and sustainable livelihoods Agriculture and food systems strengthening Nutrition and resilience programming Water, sanitation and hygiene (WASH) systems Value chain development and market systems All interventions aim to empower communities to design, manage, and sustain solutions that respond to evolving needs and shocks. Role Purpose The Programme Director is a senior leadership position within GOAL Zimbabwe and a core member of the Senior Management Team. The role provides strategic leadership across the full programme portfolio, including Charity-funded projects, Water initiatives, ICSP, and U-RISE. The Programme Director is responsible for ensuring high-quality, evidence-based programming, driving integration across sectors, and maintaining organisational agility in a dynamic operating environment. The role combines strategic oversight, people management, donor engagement, and business development, positioning GOAL as a trusted partner to communities, authorities, and donors. Key Responsibilities Programme Oversight and Quality Delivery Provide overall leadership and direction to all GOAL Zimbabwe programmes Support Programme Managers and Technical Advisors in planning, implementation, and monitoring Ensure compliance with GOAL policies across procurement, finance, HR, logistics, IT, and safeguarding Oversee grant performance through regular reviews of: Workplans Budgets and expenditure Procurement pipelines Monitor programme risks and ensure mitigation measures are applied Promote integrated, multi-sector programming across WASH, health, resilience, food systems, and economic empowerment Strengthen Monitoring, Evaluation, Accountability and Learning (MEAL) systems Conduct regular field visits to programme locations Strategy and Business Development Lead the development and periodic review of the Zimbabwe programme strategy Align country-level strategy with GOAL global priorities and national frameworks Identify funding opportunities and lead proposal design processes Oversee evidence-based assessments and programme design Collaborate with the Country Director, HQ teams, and technical advisors on donor engagement Promote cross-programme learning and participation in internal Programme Director networks Grant Management, Finance and Compliance Oversee all grants and budgets to ensure delivery against donor and organisational requirements Lead financial reviews with Programme Managers, finance, and grants teams Ensure high-quality, timely donor reporting across technical, narrative, financial, and MEAL components Strengthen financial forecasting, discipline, and accountability Prepare programmes for audits and ensure compliance with donor and internal standards Oversee partner grants management and reporting Team Leadership and Capacity Development Line manage, mentor, and support senior programme staff Lead recruitment, onboarding, and professional development initiatives Foster an inclusive, learning-oriented organisational culture Support national leadership development and localisation efforts Conduct performance reviews and promote staff wellbeing and safeguarding Representation and External Engagement Represent GOAL Zimbabwe with: Donors Government authorities Coordination platforms and clusters Support the Country Director in high-level engagement and act as delegate when required Promote GOAL’s programme models, evidence, and learning Support consortium engagement, including ICSP and U-RISE Required Experience and Skills Extensive experience in humanitarian and/or development programming Proven senior management experience within an international NGO Strong background in programme design, proposal development, and donor reporting Demonstrated expertise in resilience programming, including: Food security Economic opportunity Urban and rural livelihoods Strong understanding of grant compliance, programme finance, and risk management Experience working with governments, donors, and coordination mechanisms Excellent written and verbal communication skills in English Desirable Experience Previous experience working in Zimbabwe Familiarity with livelihoods, market systems development, and food systems Experience managing SDC-funded programmes Consortium governance and partner management experience Additional language skills, particularly French GOAL Values and Commitments Strong commitment to diversity, equity, and inclusion Zero tolerance for sexual exploitation, abuse, harassment, or misconduct Adherence to safeguarding, accountability, and integrity frameworks Compliance with GOAL policies on child protection, do-no-harm principles, and ethical conduct Application and Accessibility GOAL strongly encourages applications from individuals who may not meet every listed requirement.
