Contract: Fixed Term, 12 Months (Part-Time, 50% FTE)Location: Remote (United States)Reports to: Executive DirectorStart Date: Immediate GOAL USA is seeking an experienced Vice President Finance to provide strategic financial leadership and oversight for its US affiliate operations. This senior role is part of the GOAL USA Senior Management Team and is structured as a fractional position, equivalent to approximately 2.5 days per week, with flexibility during peak periods. About GOAL and GOAL USA GOAL is an international humanitarian response agency founded in Ireland over 40 years ago, working with vulnerable communities affected by crisis, conflict, and poverty. Operating across multiple regions globally, GOAL delivers life-saving humanitarian assistance alongside long-term development programming focused on resilience, systems strengthening, and sustainable recovery. GOAL USA is an affiliate member of the GOAL Global group, with a primary focus on representation, partnership development, and relationship management within the US market. GOAL USA employs approximately 12 staff and manages an annual operating budget of around USD 2 million, supporting a broader US-linked programme portfolio across the GOAL group of approximately USD 100 million. The GOAL USA finance function currently includes: One full-time Finance Manager based in the Washington DC area One full-time Program Finance Manager based in Colombia Job Purpose The Vice President Finance provides senior-level financial leadership to ensure robust financial management, governance, and reporting for GOAL USA. The role complements the existing executive and finance teams, focusing on high-impact financial oversight, board-level reporting, and responsive advisory support. The position may be performed remotely, with a preference for candidates based in Washington DC, New York, Virginia, or Maryland. Occasional travel to Washington DC and New York is required for in-person board meetings and strategic engagements. Key Responsibilities Board and Governance Financial Support Oversight of management accounts aligned with donor and Board reporting standards Preparation, review, and presentation of annual and quarterly budgets, including variance analysis Strategic input on financial positioning, organisational risk exposure, and funding runway Coordination with internal teams to ensure timely and accurate Board reporting packs Attendance and presentation support for: Up to three Board meetings per year (in person) Up to three Audit and Risk Committee meetings per year (online) Financial Oversight and Strategic Advisory Review and refinement of financial policies and procedures Review of donor cost modifications, budget realignments, and financial narratives Guidance on: Intercompany allocations Restricted and unrestricted fund treatment Cost recovery and indirect cost strategies Oversight of cash flow forecasting and financial scenario planning Liaison with external auditors and donor representatives as required Contribution to organisational risk management related to continuity of GOAL USA–funded programmes Weekly coordination with the GOAL Ireland finance team to ensure alignment on intercompany recharging and shared financial matters Line management of the GOAL USA Finance Manager Ad Hoc and Responsive Finance Support Support to grant budget development and donor submissions Advice on strengthening internal financial controls Financial modelling for new funding streams or programme expansion Advisory input on operational efficiencies related to US Government–funded awards Review and strengthening of the GOAL USA Cost Allocation Policy Required Experience and Profile The successful candidate will bring deep expertise in US Government donor compliance and senior financial leadership within international development or humanitarian organisations. Essential Experience and Skills Certified Public Accountant (CPA) with strong knowledge of US Government foreign aid financial regulations Minimum 10 years’ experience in a senior financial management role overseeing US Foreign Aid–funded programmes Proven experience providing financial oversight at senior management and Board level Exceptional leadership, people management, and advisory skills Strong communication, negotiation, and relationship-building capability Strategic mindset with the ability to develop and execute financial plans aligned to organisational goals Desirable Experience working in a start-up or high-growth environment Familiarity with complex intercompany financial structures within international NGOs Key Terms and Working Arrangements Engagement term: 12 months Workload: Approximately 58 hours per month (50% FTE), with flexibility during peak periods Location: Remote within the US Travel: In-person attendance required for Board meetings in New York and strategic planning sessions in Washington DC Expenses: Travel and per diem expenses reimbursed in line with GOAL expense policy Benefits: Additional benefits may be offered in accordance with company policy This job description outlines the general nature of the role and is not exhaustive.
