With a mandate to support developing countries in addressing climate change and promoting sustainable development, the Fund has built a portfolio exceeding USD 18 billion across more than 300 projects in over 130 countries. As GCF enters its second decade, it continues to scale up its ambition—backed by an additional USD 12.8 billion pledged in 2023 for the 2024–2027 programming cycle. By 2030, the Fund aims to reach a portfolio of USD 50 billion, channeling finance to the most climate-vulnerable nations and catalyzing public and private sector investment in transformative climate action. Headquartered in Songdo, Republic of Korea, GCF brings together a team of over 300 professionals representing nearly 80 nationalities. Its staff come from diverse backgrounds across government, academia, finance, civil society, and international development. Together, they work with governments, civil society, and the private sector to drive low-emission and climate-resilient development globally. Position Overview The Learning and Knowledge Manager will lead the Learning Workstream within the Department of Monitoring, Evaluation and Learning (DMEL). The role involves managing a multidisciplinary team comprising learning specialists, knowledge management experts, data analysts, and sectoral specialists. The incumbent will position GCF as a global learning organization by driving innovation in data systems, artificial intelligence applications, and evidence-based policy engagement. The Manager will ensure that insights derived from GCF’s portfolio and readiness programmes inform strategic decisions, enhance institutional learning, and strengthen climate impact reporting. Key Responsibilities Strategic Leadership and Learning DesignThe Learning and Knowledge Manager will design and oversee the implementation of AI-enabled knowledge tools that enhance data analytics and trend analysis across GCF’s operations. They will develop and operationalize a comprehensive Knowledge Management Framework aligned with GCF’s learning strategy, fostering innovation and continuous improvement. The incumbent will establish systems, manuals, and operational procedures that embed learning across departments, ensuring accessibility and utility of knowledge resources. A network of Learning Champions will be created to identify opportunities for cross-institutional learning and ensure that GCF’s knowledge initiatives align with organizational goals. Knowledge Sharing and Stakeholder EngagementThe Manager will lead efforts to systematize and disseminate lessons learned from GCF-funded activities, fostering a culture of transparency, collaboration, and adaptive learning. This includes establishing participatory platforms that amplify voices of Indigenous Peoples, women, youth, civil society, and academia, ensuring that diverse perspectives inform GCF’s knowledge ecosystem. The role involves representing GCF in international forums, expert networks, and climate finance platforms, positioning the Fund as a global thought leader in climate learning and innovation. The Manager will also contribute to countering misinformation about climate change through credible communication, research translation, and outreach. Data Systems and Impact AnalysisA critical aspect of this position is leading portfolio analysis to extract meaningful insights and strengthen GCF’s results tracking and reporting mechanisms. The Manager will ensure the credibility of lessons learned through advanced analytics, meta-data assessment, and modelling for extrapolation. By integrating knowledge from diverse sectors—including energy, transport, agriculture, water, urban systems, forests, livelihoods, and health—the Manager will enable a holistic understanding of climate resilience and sustainable transformation. Coordination and DeliveryThe Learning and Knowledge Manager will contribute to the improvement and redesign of GCF’s Knowledge Management System (KMS) and the preparation of annual and thematic reports, including lessons learned and portfolio performance summaries. They will work collaboratively with other departments to harmonize results frameworks across multilateral climate funds and development banks, ensuring complementarity and coherence in global climate reporting. Engagement and RepresentationThe incumbent will provide technical and strategic input to the GCF Secretariat, Board meetings, and high-level missions. They will liaise directly with national designated authorities and accredited entities, facilitating dialogue and addressing issues related to learning and knowledge sharing. The Manager will also support GCF’s visibility through presentations, publications, and partnerships with institutions advancing climate knowledge and innovation. Qualifications and Experience Education: Master’s degree in development studies, environmental science, statistics, or a related discipline. Experience: Minimum of 11 years of professional experience in monitoring and evaluation, results management, knowledge management, and learning—preferably in climate change or development finance contexts. Proven experience in managing multidisciplinary teams and developing institutional learning strategies. Strong understanding of project finance, portfolio management, and data-driven decision-making. Proficiency in analytical and statistical software (e.g., Power BI, R, SPSS, Stata) and database management systems. Excellent communication and report-writing skills in English.
