Heifer International has announced applications for two Monitoring, Evaluation and Learning (MEL) Officer positions under the Stimulating Agribusiness for Youth Employment (SAYE) project in Uganda. The positions will be based in Jinja and Bugiri and will support the implementation of a large-scale youth employment initiative delivered in partnership with the Mastercard Foundation. The recruitment forms part of the SAYE project’s efforts to strengthen monitoring systems, improve data quality, and enhance evidence-based decision-making as the programme seeks to create dignified and fulfilling employment opportunities for young people in Uganda’s agribusiness sector. Applications for the positions will close at 5:00 PM East Africa Time (EAT) on 14 July 2026. About the SAYE Project The Stimulating Agribusiness for Youth Employment (SAYE) project is implemented by Heifer International in partnership with the Mastercard Foundation through a consortium comprising: Enhancing University Responsiveness to Agribusiness Development Ltd (CURAD) Federation of Small and Medium Enterprises (FSME) Financial Sector Deepening Uganda (FSD Uganda) ASIGMA Group The programme is being implemented across 11 districts in the Busoga sub-region and three districts in the Buganda sub-region. The initiative seeks to address market system barriers that limit youth access to meaningful employment while strengthening systems that enable young people to secure sustainable livelihoods within Uganda’s agribusiness sector. Project Targets The SAYE project aims to reach approximately 250,000 young people aged 16 to 35 years, with a strong focus on inclusion. Target beneficiaries include: 70% young women 30% young men 3% youth living with disabilities Of the total participants, the project expects 175,000 young people to transition into dignified and fulfilling employment across priority agricultural value chains. These value chains include: Poultry Horticulture Oilseeds Dairy Beef Role of the Monitoring, Evaluation and Learning Officer Reporting to the SAYE MEL Manager, the Monitoring, Evaluation and Learning Officer will provide technical leadership for monitoring, evaluation and learning activities at the cluster level. The successful candidates will work closely with consortium partners, MEL specialists, Business Facilitators, and Cluster Coordinators to strengthen monitoring systems, improve data quality, and promote the use of evidence in programme implementation. The position is central to ensuring that project performance is accurately tracked and that learning informs adaptive management throughout implementation. Key Responsibilities The MEL Officers will undertake responsibilities across project implementation, reporting, quality assurance, and partnership engagement. Major responsibilities include: Project Monitoring and Effectiveness Develop annual cluster-level targeting and tracking plans Support implementation of monitoring and evaluation systems Facilitate quality data collection across districts Track youth participation, enterprise performance, and project outcomes Maintain accurate participant and activity records Knowledge Management and Reporting Prepare and submit monitoring and donor reports Produce monthly analytical reports to guide programme planning Document lessons learned, innovations, and best practices Support knowledge sharing among project teams and partners Quality Assurance Maintain updated project databases Verify accuracy of data submitted by frontline teams Monitor key performance indicators and recommend corrective actions Ensure compliance with donor and organizational reporting standards Partnership Engagement Provide technical input during business case development Support documentation of programme learning and adaptive management Participate in government and partner coordination meetings Strengthen collaboration across consortium partners Qualifications and Experience Applicants should possess academic qualifications and professional experience relevant to monitoring and evaluation within development programmes. Minimum requirements include: Bachelor’s degree in Economics and Statistics, Social Research, Development Studies, Monitoring and Evaluation, or a related discipline At least five years of relevant professional experience Minimum of three years of practical experience in Monitoring, Evaluation and Learning Experience working with NGOs or field-based development projects is considered an added advantage Good understanding of agricultural value chains Strong knowledge of both quantitative and qualitative evaluation methodologies Ability to communicate monitoring and evaluation concepts effectively with project teams, partners, and leadership Supporting Evidence-Based Youth Employment Programmes The MEL Officers will play an important role in ensuring that project decisions are informed by reliable data and continuous learning. By strengthening monitoring systems and improving reporting quality, the successful candidates will contribute to measuring the project’s impact on youth employment and agribusiness development across Uganda. The positions also support broader efforts to improve accountability to both project beneficiaries and development partners while promoting continuous programme improvement. Safeguarding Commitment Heifer International and the Mastercard Foundation have reaffirmed their commitment to safeguarding throughout the recruitment and implementation process. The Mastercard Foundation maintains a zero-tolerance policy towards all forms of misconduct and requires all implementing partners to uphold the highest standards of safeguarding for young people participating in Foundation-supported programmes. Successful applicants will therefore be expected to demonstrate a strong commitment to ethical conduct, safeguarding principles, and the protection of programme participants.
