HelpAge International is seeking a highly skilled and motivated Data and Accountability Officer to support the organisation’s commitment to data-driven decision-making, transparency, accountability, and organisational learning. This role is critical to strengthening how data is collected, managed, analysed, and used across HelpAge’s global programmes and advocacy work, ensuring that evidence and community feedback meaningfully inform decision-making at all levels. The position has been re-advertised, and candidates who applied during the first recruitment round are advised not to reapply. Role Purpose The Data and Accountability Officer will play a central role in ensuring that HelpAge’s data systems are robust, reliable, and consistently applied across the organisation. The postholder will provide day-to-day leadership in the management of the Digital MEAL System (DMS) and will work closely with global, regional, and country teams to strengthen data quality, integrity, and use. Key objectives of the role include: Supporting evidence-based programming and advocacy Strengthening organisational accountability to affected populations Promoting learning and continuous improvement through effective data use Key Responsibilities The Data and Accountability Officer will be responsible for the following core areas of work: Data Systems and Management Lead the day-to-day management and maintenance of the Digital MEAL System (DMS) Support global data collection, collation, and storage processes Ensure consistency and standardisation of data across programmes, regions, and thematic areas Troubleshoot data system issues and provide technical support to users Data Quality and Integrity Implement and maintain strong data quality assurance and validation processes Conduct routine data checks to ensure accuracy, completeness, and reliability Support teams to improve data management practices and compliance with organisational standards Promote best practices in data protection and ethical data use Monitoring, Evaluation, Accountability and Learning (MEAL) Support MEAL processes across programmes and projects Ensure that monitoring data feeds into learning, adaptation, and decision-making Contribute to organisational learning products, reports, and dashboards Support the analysis and visualisation of data to inform strategic discussions Accountability and Feedback Mechanisms Support the design, implementation, and monitoring of accountability and community feedback mechanisms Ensure feedback data is systematically collected, analysed, and used to improve programmes Promote a culture of accountability, transparency, and responsiveness across the organisation Support teams to close the feedback loop with communities and stakeholders Required Skills and Experience The ideal candidate will demonstrate a strong combination of technical expertise, analytical skills, and commitment to accountability and learning. Applicants should have: Proven experience in: Data management MEAL Information systems Or a related field Strong technical knowledge of data and reporting platforms, such as: Power BI DHIS2 Kobo Toolbox Microsoft Excel Demonstrated experience in: Data quality assurance and validation Managing large or multi-country datasets Familiarity with: Accountability to affected populations (AAP) Community feedback and complaints mechanisms Strong analytical and problem-solving skills Ability to communicate complex data insights clearly to technical and non-technical audiences Experience working in international development, humanitarian, or NGO settings is highly desirable.
