Hivos is inviting applications for the Portfolio Manager – Africa position, a senior programme management opportunity open to qualified professionals who already have the legal right to work in one of Hivos’ African operational countries with a registered office. The Portfolio Manager – Africa will provide strategic leadership across an assigned project portfolio, ensuring that programmes are coherent, well designed, effectively implemented and aligned with Hivos’ organisational strategy. Hivos Portfolio Manager – Africa Overview The Portfolio Manager will report to the Head of Programs and serve in a strategic, cross-cutting capacity. The successful candidate will oversee portfolio-level planning and reporting, contribute to programme and project design, support proposal development and supervise project managers. The position is full-time, with working hours determined by the applicable country of employment. Hivos lists 37.5 hours per week in Zimbabwe, Zambia and Malawi, and 40 hours per week in Kenya. The position can be based anywhere within Hivos’ African operational countries where the organisation has a registered office, subject to the candidate having the legal right to work in the selected duty station. Key Responsibilities The Portfolio Manager will be responsible for ensuring strategic coherence and alignment across the assigned project portfolio. Key responsibilities will include designing thematically strong projects that reflect Hivos’ strategy and generating new ideas for programme and proposal development. The successful candidate will provide strategic advice on new programmes, analyse political, social and economic developments across assigned countries, and translate contextual insights into practical programme recommendations. The role will also involve overseeing portfolio improvement processes, supporting audit follow-up, consolidating good practices and promoting continuous improvement. The Portfolio Manager will contribute to advocacy strategy development and lead or co-lead relevant advocacy initiatives, activities and events. Additional responsibilities will include developing project and workstream plans, preparing reports and presentations, analysing programme data, tracking risks and dependencies, coordinating stakeholders and supporting project closeout processes. The position will also contribute to funding proposal development, process improvement, horizon scanning and resource mobilisation. The successful candidate will supervise local and regional project managers, allocate responsibilities, contribute to performance appraisals and identify potential non-compliance with organisational policies. Eligibility and Qualifications Applicants should hold a Master’s degree in business, law, development, public administration or an equivalent discipline. Hivos is seeking a seasoned professional with at least 10 years of regional and/or international programme management experience. Candidates should have a strong record of strategic thinking within complex operational environments, together with extensive experience leading teams and supervising staff. Applicants should demonstrate strong project and financial management capabilities, including experience with resource mobilisation and the development of both large and small funding proposals. Relevant experience should include project planning, reporting, prioritisation, stakeholder engagement, change management, data analysis and insight generation. Candidates should also have experience developing effective advocacy strategies and identifying opportunities to connect advocacy results and lessons with wider programme outcomes. A strong understanding of the political, social and development contexts of Southern, Eastern, Western and Central Africa is important. Strong organisational, problem-solving, communication and technology skills are also required. Fluency in English is essential, while French is an advantage. Contract and Benefits Hivos offers an initial one-year contract, renewable depending on performance and available funding. Remuneration will be determined according to the candidate’s experience and expertise and the applicable local employment conditions. The successful candidate will work in an international professional environment alongside colleagues working across different countries and programmes. Work Authorisation Hivos does not sponsor work permits or international relocation costs for this position. Candidates must already possess, or independently secure, the legal right to work in one of the specified duty stations before appointment.
