The role is home-based and focuses on strengthening results-based management, monitoring, evaluation, and reporting across WPHF-supported programmes globally. About UN Women and WPHF UN Women works to eliminate discrimination against women and girls, promote women’s empowerment, and achieve gender equality worldwide. It leads and coordinates UN system efforts to turn gender equality commitments into action. The Women’s Peace and Humanitarian Fund (WPHF) is a global partnership between the United Nations and civil society that supports women-led and women’s rights organisations working on peacebuilding and humanitarian response. Since 2016, WPHF has supported over 1,200 civil society organisations across 44 countries. UN Women hosts the WPHF Secretariat. Role Purpose Reporting to the Head of the WPHF Secretariat, the Monitoring and Evaluation Specialist will provide strategic and technical leadership on monitoring, evaluation, and reporting. The role ensures that Results-Based Management (RBM) is fully integrated into WPHF-supported programmes, aligns partner results frameworks with global indicators, and strengthens evidence-based programming and learning. Key Responsibilities Global Monitoring, Evaluation, and Reporting Provide technical guidance and quality assurance on results monitoring, evaluation, and reporting at global level Support development and implementation of the WPHF Strategic Plan 2026–2029 results framework and related key documents Lead development and updating of M&E guidance, templates, and technical tip sheets Maintain and improve WPHF data systems, including the Management Information System (MIS) Lead global surveys, including the annual CSO survey, and produce the WPHF Index Support donor, board, and country presentations using data analysis and visualisation Ensure effective use of UN Women corporate systems (PRISM, Quantum) for results reporting Country Office and Partner Support Provide guidance to Country Offices and Management Entities on M&E planning and implementation Support monitoring and reporting of civil society partners funded by WPHF Deliver training and technical support to strengthen CSO capacity in RBM and results reporting Corporate Reporting and UN System Engagement Contribute to corporate monitoring exercises, including the UN Women Strategic Plan Mid-Term Review Serve as Indicator Manager for relevant indicators in the Integrated Results and Resources Framework (IRRF) Support preparation of corporate reports, including the Executive Director’s Annual Report and data for the UN Women Transparency Portal Knowledge and Capacity Building Develop M&E training tools and learning materials Support capacity development initiatives on RBM and gender-sensitive and feminist M&E Deliver webinars and learning sessions through the WPHF Global L-HUB Capture and share lessons learned and best practices Required Competencies Core Values Integrity Professionalism Respect for diversity Core Competencies Gender sensitivity and awareness Accountability Creative problem solving Effective communication Inclusive collaboration Stakeholder engagement Leading by example Functional Competencies Advanced expertise in Results-Based Management Strong knowledge of gender-sensitive and feminist M&E approaches Experience with UN system and inter-agency results frameworks Strong analytical, writing, and data interpretation skills Ability to communicate results to diverse audiences Proven capacity to build M&E skills in others Qualifications and Experience Education Master’s degree in development-related disciplines, social sciences, statistics, political science, gender studies, or related fields A bachelor’s degree with two additional years of relevant experience may be accepted Experience Minimum of 7 years of relevant professional experience in development cooperation or related fields Proven experience in RBM, monitoring, evaluation, and results-based reporting at country, regional, or global levels Experience working with UN-hosted pooled funds or multi-donor trust funds Experience supporting partners and staff on M&E and reporting Strong experience with data analysis tools and information systems International and inter-agency experience is desirable Language Requirements Fluency in English (required) Fluency in French (desirable) Knowledge of another UN official language is an asset Additional Information This is a home-based international position; selected candidates must hold a valid work permit for their duty station UN Women is committed to diversity, inclusion, and a zero-tolerance policy on harassment, abuse, and discrimination All applicants must complete all sections of the online application to be considered This role offers a unique opportunity to contribute to global peace, humanitarian action, and gender equality by strengthening evidence, accountability, and learning across women-led initiatives worldwide.
