ROLE OVERVIEW The Humanitarian Impact Institute (HII) is seeking an experienced Evaluation Manager to lead an existing evaluation team and support a wide portfolio of humanitarian and development evaluations. This full-time remote role is central to HII’s mission of increasing impact across life-saving and human development programmes globally. The successful candidate will deliver high-quality, mixed-methods evaluations for international donors, UN agencies, NGOs and INGOs across East Africa, the MENA region, Ukraine, South Asia and sub-Saharan Africa. This position combines strong technical evaluation expertise with exceptional interpersonal, communication and leadership skills. The Evaluation Manager will work closely with Team Leaders, Analysts, QA Leads, Project Officers and external specialists to generate rigorous, actionable insights that inform programmatic decision-making. ROLE SUMMARY The Evaluation Manager is a hands-on role that leads all major components of the evaluation cycle, sometimes as Team Leader and at other times supporting Team Leaders depending on project design. The role requires strong English writing capabilities, the ability to manage people and processes remotely, and demonstrated success conducting complex humanitarian and development evaluations. To be effective, the candidate must be confident in designing sampling plans, coordinating fieldwork, running mixed-methods investigations and producing high-quality evaluative analysis. Given the nature of HII’s work, the Officer must be comfortable managing demanding workflows, multiple deadlines and geographically dispersed teams. KEY RESPONSIBILITIES Inception Phase The Evaluation Manager will lead the design and conceptualisation of evaluation frameworks, ensuring they meet client expectations and HII standards. Responsibilities include: Developing evaluation methodologies and sampling plans. Designing and coding qualitative and quantitative tools. Conducting comprehensive desk reviews and analysis of programme documentation. Producing inception reports that clearly communicate the approach, scope and timelines. Training and Capacity Building The role includes preparing and training data collection teams to ensure quality and consistency. Duties include: Creating training materials for qualitative and quantitative methods. Supporting field teams to apply ethical and culturally appropriate approaches. Reinforcing quality assurance standards before deployment. Data Collection Oversight The Evaluation Manager will coordinate and supervise all data collection activities, including: Managing qualitative and quantitative enumerators. Conducting key informant interviews and occasional focus groups. Ensuring adherence to data quality protocols. Managing knowledge systems and documentation across teams. Evaluation Analysis The successful candidate will lead mixed-methods data analysis processes that meet HII’s quality criteria. Responsibilities include: Coordinating triangulated analysis that focuses on high-value, evidence-driven findings. Ensuring adherence to HII’s Quality Assurance process. Identifying emerging patterns, themes and learning opportunities. Reporting and Findings Dissemination The Evaluation Manager will contribute to all aspects of reporting and presentation, including: Co-authoring draft and final evaluation reports. Producing summaries, slide decks and briefs for different audiences. Presenting findings to clients and stakeholders in accessible formats. LEADERSHIP AND TEAM MANAGEMENT This role requires strong coordination and people-management skills. The Evaluation Manager will: Lead multidisciplinary evaluation teams, including senior Team Leaders, QA Leads, Analysts and Project Officers. Manage schedules, deliverables and internal communication channels. Oversee contributions from external technical experts. Support team learning through post-project reviews and quarterly lessons sessions. The officer will also champion quality, ethics and professionalism across all evaluation projects, ensuring staff uphold HII’s values and conduct. REQUIREMENTS The ideal candidate will have: 4+ years conducting humanitarian and/or development evaluations, ideally multi-sectoral. A full mixed-methods skillset, including qualitative and quantitative analysis. Exceptional English writing and communication skills. A Bachelor’s degree in a relevant discipline such as statistics, evaluation, social sciences or humanitarian studies. Native-level fluency in spoken and written English. Demonstrated leadership experience managing small teams. A strong learning orientation and alignment with HII’s mission and values.
