The study will be conducted from the perspectives of actors working within ministries of education and other education governing institutions, using the Global Partnership for Education’s Knowledge and Innovation Exchange (GPE KIX) as an entry point. The consultancy is intended to generate actionable learning on how education decision-makers use evidence in real-world policy contexts. It is not an evaluation of KIX, but rather a synthesis and learning exercise that draws on KIX monitoring, evaluation, and learning (MEL) data to explore promising cases of evidence uptake and the pathways that enabled them. Project Background and Rationale Evidence-informed decision-making is widely recognised as essential to improving education systems, financing effectiveness, and learning outcomes. While extensive guidance exists on knowledge mobilisation for researchers and intermediaries, comparatively little documentation focuses on how ministries of education themselves engage with, interpret, and apply evidence—particularly through South-South learning and co-created research processes. KIX, a joint initiative of IDRC and GPE, was launched in 2019 to strengthen education systems across the Global South and accelerate progress toward Sustainable Development Goal 4 (SDG 4). KIX operates through two complementary mechanisms: Knowledge Exchange, facilitated by four regional hubs that support peer learning among policymakers, practitioners, civil society, and donors; and Applied Research, which funds southern-led research projects that integrate strong knowledge mobilisation strategies. These mechanisms have contributed to measurable policy and practice change across regions. This consultancy seeks to examine how these results came about by analysing internal ministry processes, actor relationships, enabling and constraining factors, and pathways of change. Objectives of the Consultancy The overall objective is to consolidate and synthesise learning on evidence uptake to support ministries of education and related institutions in more effectively integrating evidence into education planning, policy, and practice. Specifically, the consultancy will: Synthesize findings from selected KIX regional hub experiences and applied research projects. Support inter-country learning by producing actionable guidance for education decision-makers in LMICs. Identify knowledge gaps and capacity-strengthening opportunities to inform future programming. Highlight key programmatic results for dissemination to the global education research and policy community. Implement a knowledge mobilisation strategy from the outset, ensuring active engagement of primary users. Primary users include education decision-makers in LMICs, while secondary users include knowledge brokers, funders, and implementers of evidence-based education initiatives. Scope of Work and Key Deliverables The selected supplier will work collaboratively with IDRC and GPE KIX staff and deliver the following: Deliverable 1 – Inception Phase (April 2026): Literature mapping on knowledge mobilisation in education, identifying the study’s niche. Refined scope, methodology, and case selection approach. Stakeholder engagement plan and knowledge generation strategy. Establishment and coordination of an advisory group. Deliverable 2 – Data Collection and Analysis (August 2026): Analysis of existing KIX MEL data and outcome cases. Primary data collection to explore evidence-to-policy pathways within education systems. Development of 7–8 in-depth case studies and cross-case analysis. Deliverable 3 – Knowledge Products (November 2026 – January 2027): Comprehensive analytical report. Secondary knowledge products (e.g., briefs, infographics, blogs, audio-visual outputs). Integration of expert commentary. Editing, copy-editing, translation validation, and branding in line with GPE KIX standards. Deliverable 4 – Knowledge Sharing and Engagement (Ongoing; December 2026 – March 2027): Implementation of a multi-channel knowledge-sharing strategy targeting intended users and partners. Team Requirements and Eligibility Proposals must demonstrate that the consultant or consulting team has: Strong knowledge of evidence-to-policy processes and political economy dynamics in LMICs. Deep familiarity with education systems in the Global South. Experience with knowledge mobilisation, policy research, and learning synthesis. Proven ability to manage multi-component, multi-stakeholder projects. Excellent analytical writing and communication skills. Experience convening advisory groups and facilitating stakeholder consultations. Capacity for copy-editing, translation quality assurance, visual design, and branding. Prior experience with GPE KIX and regional expertise across KIX geographies are considered assets. Proposal Submission Requirements Proposals must not exceed 3,000 words and should include: Confirmation of interest and understanding of the scope of work. Summary of relevant experience. Detailed technical approach and methodology, including a risk mitigation strategy. Summary budget with justification. Annexes should include abridged CVs, a workplan with timelines and roles, and a detailed budget. Annexes do not count toward the word limit. Budget, Location, and Travel The maximum budget for this consultancy is CAD 300,000, inclusive of all fees, data collection, translations, design, and knowledge-sharing activities. Work will be conducted remotely at the proponent’s site. Travel is not anticipated; any required travel must comply with IDRC travel policies. Evaluation and Selection IDRC will assess proposals based on technical quality, relevant experience, and value for money. IDRC does not charge any fees at any stage of the procurement process.
