The International Center for Not-for-Profit Law (ICNL) is inviting applications from individual or organizational consultants to support its Africa Program in Kenya and, occasionally, the broader East Africa region. The consultancy involves providing technical assistance, research, capacity building, and participation in civic space initiatives, with the goal of strengthening legal frameworks that support civil society, freedoms of association, assembly, expression, and public participation. Applications will be reviewed on a rolling basis until 16 February 2026, with the consultancy running through 31 December 2026, and the possibility of extension. About ICNL ICNL is an international nonprofit organization that promotes an enabling legal environment for civil society worldwide. The organization works with over 100 countries, including Kenya, where it has operated for more than a decade. ICNL provides technical, research, and capacity-building support for civil society organizations (CSOs), engaging in law reform, evidence-based advocacy, and knowledge sharing to preserve and expand civic space. In Kenya, ICNL focuses on: Strengthening legal and regulatory frameworks for civil society Monitoring laws and policies affecting CSOs Providing legal analysis and comparative research Supporting capacity building and advocacy efforts Promoting digital rights and online freedoms Balancing civil society protections with regulations on money laundering and terrorism financing Scope of Work The consultant will support ICNL’s Africa Program through the following services: Provide technical assistance (comments, research, legal analysis) on legislation affecting civic freedoms in Kenya Support legal education and capacity-building initiatives in Kenya and East Africa Represent ICNL in meetings, conferences, and other engagements with government officials, civil society, and other stakeholders Organize and administer law reform and civic space-related workshops, trainings, conferences, and consultations Prepare and review knowledge products developed by ICNL and partners Contribute to program development in Kenya and the wider region The consultancy will run through 31 December 2026. Eligibility and Qualifications Applicants are expected to: Be a lawyer based in Kenya with deep knowledge of civil society organizations and networks Have experience working on civic space issues in Kenya; knowledge of the broader East Africa region is an advantage Demonstrate understanding of key legislation affecting association, assembly, expression, and participation rights in Kenya Have experience engaging with government, private sector, foundations, development partners, and funders Possess excellent research, analytical, and writing skills Commit to delivering high-quality work products in a timely manner Application Requirements Applicants must submit the following via email to africa@icnl.org, with the subject line: “ICNL Kenya Consultancy Application”: Curriculum Vitae (CV) (max 3 pages), including relevant work history and previous consultancies Application (max 3 pages) addressing: Qualifications and expertise for the consultancy Roles of any additional personnel, if applicable Proposed daily rate (USD) with justification Sample of legal analysis similar to the work envisaged Sample of writing or research relevant to the consultancy Note: ICNL reserves the right to approve or reject the use of additional personnel.
