Application Deadline: 5 December 2025 (11:59 PM Nepal Standard Time)Location: Kathmandu, NepalOrganisation: International Centre for Integrated Mountain Development (ICIMOD) Position Overview The International Centre for Integrated Mountain Development (ICIMOD) is seeking an accomplished and dynamic Senior Monitoring, Evaluation, and Learning (MEL) Specialist to provide strategic leadership and technical oversight across its portfolio of programmes. The position will primarily support two flagship Adaptation Fund projects — Green, Resilient, and Adaptive Chattogram Hill Tracts (CHT) Economy in Bangladesh (GRACE) and Sustainable Actions for Ecosystem Restoration in Pakistan (SAFER Pakistan) — while also contributing to ICIMOD’s wider institutional results framework. The Senior MEL Specialist will play a central role in ensuring that ICIMOD’s projects are guided by rigorous monitoring systems, evidence-based evaluations, and adaptive learning approaches that enhance climate resilience, sustainability, and impact across the Hindu Kush Himalayan (HKH) region. Project Background The GRACE Project (Bangladesh)Implemented in partnership with the United Nations Capital Development Fund (UNCDF) under the LoCALplus mechanism, GRACE represents a major initiative to strengthen climate resilience in the Chattogram Hill Tracts (CHT). The project aims to restore critical water sources, enhance climate-resilient infrastructure, and promote sustainable agricultural practices across the districts of Rangamati, Khagrachari, and Bandarban. GRACE channels climate finance directly to local governments through performance-based grants, ensuring transparency, accountability, and equity in fund distribution. The initiative aligns closely with Bangladesh’s National Adaptation Plan and the Sustainable Development Goals (SDGs), supporting long-term environmental sustainability and socio-economic development. The SAFER Pakistan ProjectThe SAFER initiative is implemented in partnership with UNICEF Pakistan and UN Women Pakistan, focusing on strengthening community resilience in the provinces of Gilgit-Baltistan, Khyber Pakhtunkhwa, and Sindh. The project addresses six major climate-related risks, including cryosphere hazards, the drying of springs, water pollution, and reduced access to clean water. Through risk preparedness, integrated water resource management, and ecosystem-based adaptation, SAFER aims to safeguard livelihoods and restore ecological balance in vulnerable regions. Both projects have entered critical implementation stages that require robust monitoring frameworks, consistent evaluation, and adaptive learning to ensure measurable impact and sustainable outcomes. Role and Responsibilities The Senior MEL Specialist will provide strategic guidance, technical support, and quality assurance for monitoring, evaluation, and learning across both projects and institutional initiatives. The role involves designing and managing MEL systems, ensuring the collection and analysis of high-quality data, and promoting continuous learning and improvement. Key responsibilities include: Lead the development and implementation of comprehensive MEL frameworks for the GRACE and SAFER projects. Ensure alignment of project-level MEL systems with ICIMOD’s institutional results framework and Adaptation Fund requirements. Provide technical oversight for data collection, performance measurement, and outcome evaluation. Support project teams in designing logical frameworks, indicators, and data management tools. Facilitate learning processes by identifying key lessons, documenting best practices, and supporting adaptive management across project cycles. Strengthen staff capacity on MEL approaches through training and mentoring. Collaborate with implementing partners, national counterparts, and international agencies to ensure coherence and consistency in MEL practices. Contribute to institutional reporting, donor communication, and knowledge dissemination on project outcomes and impacts. Organisational Context The Senior MEL Specialist will be based within ICIMOD’s Strategic Results, Partnerships, and Business Development (SRPBD) Unit. The SRPBD Unit leads institutional efforts on results-based management, partnerships, and resource mobilisation. By situating this position within SRPBD, ICIMOD ensures coherence between project-level MEL systems and organisational quality standards, enabling consistency in reporting, learning, and accountability across programmes. This position provides the opportunity to work in a highly collaborative, interdisciplinary environment, engaging with scientists, policy experts, and implementing partners across South and Central Asia. Qualifications and Experience Advanced degree (Master’s or higher) in Monitoring and Evaluation, Development Studies, Environmental Management, or a related field. Minimum of 10 years’ professional experience in MEL, preferably within international development, climate change adaptation, or environmental programmes. Proven expertise in designing and managing MEL systems, developing indicators, and conducting evaluations. Strong analytical, reporting, and communication skills. Demonstrated ability to lead cross-functional teams and work with diverse stakeholders, including governments, NGOs, and UN agencies. Experience with results-based management and knowledge management approaches. Familiarity with climate resilience, adaptation, and sustainable development frameworks will be an advantage.
