The International Fund for Agricultural Development (IFAD) is offering an exciting opportunity for early-career professionals through the Junior Professional Officer (JPO) Programme sponsored by the Government of the Netherlands. The position is for a Programme Analyst at the P-2 level and is designed to provide young professionals with hands-on experience in international development and programme management. The successful candidate will initially be based in Rome, Italy, with the possibility of relocation to Cairo, Egypt during the second and third years of the assignment. The programme aims to strengthen the professional capacity of individuals interested in working in development finance, rural transformation, and poverty reduction. About IFAD The International Fund for Agricultural Development is an international financial institution and specialized United Nations agency dedicated to eradicating rural poverty and hunger worldwide. Organizational Context The Programme Analyst position falls under the Department for Country Operations (DCO), which oversees the design, management, and implementation of IFAD investments globally. The department is responsible for ensuring that development programmes achieve meaningful impact while maintaining high standards of quality and accountability. The role will be linked to the Near East, North Africa and Europe Division (NEN), which leads IFAD’s regional programmes across several countries. The division coordinates country-level initiatives that support agricultural development, rural economic growth, and sustainable livelihoods. The position will also work closely with the IFAD Middle East and North Africa Multi-Country Office (MCO) located in Cairo, Egypt. This regional hub plays a key role in supporting development initiatives across fragile and conflict-affected regions. Role Overview The Programme Analyst will support programme development, implementation, and evaluation within IFAD’s regional and country-level initiatives. The role involves collaborating with technical specialists, government partners, and development stakeholders to ensure the effective integration of sustainable agricultural value chains into IFAD-supported programmes. Key responsibilities include: Conducting technical analysis and research to support development projects Providing operational support for programme design and implementation Contributing to policy analysis and knowledge management Supporting monitoring, evaluation, and reporting activities Assisting country teams in programme coordination and stakeholder engagement The position offers an opportunity to gain practical experience in development programme management while contributing to initiatives aimed at reducing rural poverty and improving agricultural productivity. Key Functions and Responsibilities The Programme Analyst will contribute to several critical areas of IFAD operations. Analytical Support and Data Management The role requires the collection, analysis, and interpretation of data related to programme design and implementation. The Programme Analyst will support project teams by generating insights that inform strategic decisions and programme planning. Responsibilities include: Analysing project and country programme data Supporting the preparation of project design reports Contributing to regional analytical reports Developing tools and systems to improve data management within the division Monitoring and Evaluation Support The Programme Analyst will assist in monitoring the performance and results of IFAD-funded programmes. This involves supporting knowledge management and reporting processes that ensure transparency and accountability. Key tasks include: Supporting results-based monitoring frameworks Assisting with portfolio management and reporting Ensuring compliance with organizational procedures Documenting lessons learned from programme implementation Regional and Country Programme Support The Programme Analyst will work closely with Country Teams to strengthen programme design and operational effectiveness. This includes: Drafting programme and thematic reports Supporting operational activities and country missions Identifying development partners and collaboration opportunities Promoting best practices across country programmes Policy Analysis and Knowledge Management The role also contributes to policy dialogue and knowledge sharing across IFAD programmes. Responsibilities include: Participating in policy discussions and regional events Analysing policy implications for programme implementation Contributing to knowledge products and learning initiatives Supporting innovation and knowledge exchange within the region Focus Areas of Work The Junior Professional Officer will work across several thematic areas related to development challenges in fragile contexts. Key areas of focus include: Rural development and agricultural value chains Climate resilience and sustainable food systems Youth and gender inclusion in rural economies Fragility, conflict, and post-conflict development support Strengthening local food production and market access The Programme Analyst may also participate in country missions and support technical studies related to economic, social, environmental, and political fragility in the region. Eligibility and Qualifications Applicants must meet specific academic and professional criteria to qualify for the JPO Programme. Minimum requirements include: Advanced university degree in fields such as economics, development studies, agriculture, rural development, public policy, or related disciplines At least two years of relevant professional experience in development analysis, programme support, or policy research Strong analytical, research, and report-writing skills Experience working with international development organizations or financial institutions is considered an advantage Candidates with a bachelor’s degree may qualify if they have at least four years of relevant professional experience. Required Skills and Competencies The role requires strong technical and professional capabilities, including: Programme and project management skills Data analysis and economic evaluation expertise Knowledge of development cooperation and international institutions Strong written and verbal communication skills Time management and organizational skills Adaptability in complex and fragile development environments The successful candidate must also demonstrate the ability to collaborate effectively with diverse stakeholders and contribute to multidisciplinary teams.
