The International NGO Safety Organisation (INSO) is seeking a skilled and motivated Human Resources Officer to join its headquarters team in The Hague, Netherlands. This fixed-term, full-time position offers a monthly gross salary of €4,800, inclusive of 8% vacation pay, and provides an opportunity to play a central role in managing and improving HR operations within a respected international non-profit organisation. INSO supports humanitarian actors by providing vital safety information, analysis, and coordination services in high-risk environments. The Human Resources Officer will contribute to this mission by ensuring that staff are supported, informed, and well-integrated throughout every stage of their employment journey. Position Summary The Human Resources Officer will oversee the full employee lifecycle, from onboarding and induction to contract management, data maintenance, and offboarding. Acting as the key point of contact for HR-related matters at the headquarters, the postholder will also coordinate international staff relocation, visa and immigration processes, and health insurance administration. This role demands a high level of organisational ability, accuracy, and interpersonal skill. The successful candidate will work closely with colleagues across departments to ensure HR processes are compliant, efficient, and people-centred. Key Responsibilities 1. Employee Lifecycle Management Coordinate all onboarding activities for new hires, ensuring that recruitment, compliance, and contractual documentation are complete and accurate. Support new international staff in settling into life in the Netherlands by guiding them through visa applications, accommodation searches, banking procedures, and other relocation matters. Oversee immigration and visa processes in collaboration with Exterus, including MVV, Highly Skilled Migrant (HSM) applications, 30% rulings, IND registration, and BSN numbers. Lead induction processes by arranging welcome sessions, scheduling department introductions, and conducting safety walkthroughs for new employees. Maintain and update all personnel records in HRIS, SharePoint, and physical files, ensuring data accuracy and confidentiality. Manage the offboarding process for departing staff, including deactivation of systems access, deregistration with health insurance and IND, and collection of exit feedback. Prepare contractual documents such as renewals, amendments, and certificates of employment. Produce HR reports and staff data summaries upon request, supporting management decisions and compliance reporting. 2. Health Insurance and ARBO Coordination Administer health insurance enrolment and deregistration processes with ONVZ, ensuring compliance with Dutch legislation. Review and reconcile monthly and quarterly health insurance invoices for accuracy and liaise with the Payroll Officer on related reimbursements. Inform staff of insurance changes, premium adjustments, and final settlements upon offboarding. Support employee well-being and workplace safety coordination in partnership with ARBO services. 3. HR Operations and Systems Management Maintain accurate employee data within HR systems and digital repositories. Update organisational charts, HR templates, and policy documentation regularly. Prepare purchase requests, notes to file, and administrative reports as required. Draft employment confirmations, salary certificates, and other formal HR correspondence. Provide coverage for recruitment or payroll functions during staff absences, demonstrating flexibility and teamwork. Candidate Profile Essential Requirements Minimum of two years’ experience in HR administration or a related people operations role. Proficiency in English (fluency required) and Dutch (minimum B1 level). Working knowledge of Dutch labour law, HR procedures, and employment compliance standards (or willingness to learn). Demonstrated experience managing HR databases and Excel-based reports. Bachelor’s degree in Human Resources, Business Administration, or an equivalent field. Legal right to live and work in the Netherlands. Desirable Qualifications Previous experience in international NGOs or non-profit environments. Working knowledge of Dutch immigration processes, including the Highly Skilled Migrant system and 30% ruling. Proficiency in French.
