The International NGO Safety Organization (INSO) is recruiting a Director of Finance to lead global financial strategy, governance, and oversight across its multi-country operations. INSO, established in 2011 and headquartered in The Hague, supports more than 1,500 NGOs in 24 of the world’s most insecure contexts by providing safety coordination, incident analysis, crisis management support, and training. As a registered non-profit in the Netherlands, INSO plays a central role in strengthening humanitarian operational security. The Director of Finance serves as a senior leader within the organisation and member of the Senior Management Team (SMT). The role oversees two core HQ-based units:• Finance Operations (FO) – global accounting, financial reporting, system development, and HQ finance.• Financial Planning and Analysis (FP&A) – budgeting, financial modelling, and advisory to country and regional teams. Key Responsibilities Strategic Financial Stewardship• Manages global liquidity, ensuring cash flow visibility, disciplined forecasting, and efficient cash pooling.• Oversees cash transfers between country offices and HQ, ensuring strict financial control.• Supports FP&A in implementing effective cost controls, budget accuracy, and timely financial reporting.• Leads HQ budget oversight and advises on managing financial risk, reserves, and organisation-wide cost efficiencies.• Recommends and monitors adequate reserve levels; ensures compliance with reserve-related expenditure. Grant Management and Funding Strategy• Works with Programmes and Grant Management teams to ensure financial quality in donor proposals and reporting.• Participates in donor negotiations and ensures appropriate financial controls across all grant-funded activities.• Develops funding strategies alongside SMT, Board members, and country leadership, including diversified and alternative financing approaches.• Aligns funding strategies with long-term organisational priorities and operational realities. Strategic Leadership and Institutional Decision-Making• Supports the Executive Director, SMT, and Board with high-quality financial analysis and strategic insights.• Prepares organisational management accounts and related board-level financial reporting.• Leads cross-departmental collaboration to ensure alignment on field support, operational planning, and organisational development.• Contributes to policy development, process improvements, and strategic decision-making.• Represents INSO externally on finance-related matters with donors, partners, and regulatory actors. Financial Policies, Systems, Compliance, and Reporting• Works with the Deputy Director, Finance Operations, to oversee global financial statements, statutory audits, and donor audits.• Ensures INSO’s financial architecture meets statutory, donor, and compliance obligations.• Leads system enhancement initiatives and coordinates with IT and external providers to improve automation and efficiency.• Provides organisation-wide guidance on donor regulations, financial policy interpretation, and accounting principles.• Develops robust financial and accounting policies aligned with INSO’s operational and compliance needs.• Ensures staff orientation, training, and organisation-wide enforcement of finance policies.• Establishes systems to monitor compliance across all countries and departments. Leadership and Team Development• Models integrity, transparency, and professional accountability in all financial leadership activities.• Builds and manages a high-performing global Finance Team focused on accuracy, compliance, and strategic partnership.• Ensures team structure, competencies, and workflows support organisational growth and risk management.• Promotes consistent standards across HQ and country finance teams, fostering a culture of collaboration and trust.• Ensures proactive communication and productive relationships between finance stakeholders at all levels. Candidate Requirements Essential Qualifications and Experience• Minimum 10 years in senior finance leadership roles, ideally at HQ or regional level within the INGO or humanitarian sector.• Extensive experience working with institutional donors such as ECHO, FCDO, USAID, UN donors, and SDC.• Proven ability to develop, refine, and implement financial systems, tools, and policies.• Strong leadership, people management, and capacity-building experience.• In-depth understanding of humanitarian regulatory frameworks and donor compliance requirements.• High proficiency with accounting and finance technologies; preference for SUNSYSTEM experience.• Fluent English, both written and spoken.• Master’s degree in Finance, Accounting, Business Administration, or a comparable academic qualification combined with a recognised professional certification (ACA, ACCA, CIMA). Desirable Qualifications• Familiarity with Dutch GAAP.• Proficiency in French, Spanish, or Arabic.• Dutch language skills.• Experience with ERP implementation or major financial system transitions. Terms and Conditions • 12-month full-time renewable Dutch contract based in The Hague.• Gross monthly salary of €8,600 with 8% vacation allowance.• 2.5 leave days accrued monthly.• Eligibility under the Highly Skilled Migrant Visa scheme.• Basic ONVZ health insurance and travel insurance for work-related travel.• Relocation allowance available.• Mandatory safeguarding vetting and participation in the Misconduct Disclosure Scheme.
