Location: Cairo, EgyptContract Type: Part-time Consultancy (up to 11 months, initial 6-month contract)Degree Requirement: Master’s or equivalent in Economics, Environmental Studies, Social Science, or related field About the Role IOM seeks a Climate Finance Development Consultant to support Member States in the Middle East and North Africa (MENA) region in accessing climate finance for human mobility in the context of climate change. This consultancy aligns with IOM’s strategic engagement at the 30th UNFCCC Conference of Parties (COP30, Brazil), the Climate Mobility Investment Framework, and ongoing accreditation to the Green Climate Fund (GCF). The MENA region faces heightened vulnerabilities due to arid climates, water stress, urbanization, and dependence on primary industries, compounded by conflict, humanitarian crises, and migration dynamics. Despite urgent climate needs, MENA remains a low recipient of climate finance, receiving USD 21 billion in 2021/22, compared to USD 584 billion for East Asia & Pacific (Climate Policy Initiative, 2024). This consultancy will provide technical guidance, develop project pipelines, and strengthen capacity of IOM Country Missions to engage effectively with national governments and climate finance processes. Key Responsibilities The consultant will deliver four main outputs: Regional Scoping Document Identify relevant financing actors and mechanisms for climate mobility in MENA, covering migration, displacement, planned relocation, water, agriculture, urban resilience, disaster risk reduction, and health. Develop a recommended IOM positioning strategy and a work plan for pipeline projects. Deadline: 10 December 2025 (25% payment upon approval). GCF Project-specific Assessment Package Prepare documents for the first target country in accordance with GCF assessment requirements. Deadline: 20 December 2025 (25% payment upon approval). Project Concept Notes – Second Target Country Develop project concept notes for pipeline development. Deadline: 20 January 2026 (25% payment upon approval). Project Concept Notes – Third Target Country Develop project concept notes for pipeline development. Deadline: 20 March 2026 (25% payment upon approval). Performance indicators include timely delivery, quality of proposals, technical knowledge of climate finance, flexibility to incorporate feedback, and effectiveness in stakeholder collaboration. Qualifications & Experience Education: Master’s degree in relevant field with 5 years of professional experience, or Bachelor’s degree with 7 years of relevant experience Experience: Proven expertise in climate finance proposals, especially for vertical funds (GCF, Adaptation Fund, GEF, FRLD). Knowledge of UNFCCC processes and vertical fund operations. Experience in climate mobility, migration, or displacement policy is advantageous. Experience in the MENA region at country level preferred. Skills & Competencies: Strong analytical, technical writing, and communication skills in English. Working knowledge of Arabic or French is desirable. Ability to work independently and collaboratively with minimal supervision. High ethical standards, integrity, inclusion, professionalism, empathy, and courage aligned with IOM values. Organizational Context The consultant will be affiliated with the Climate Action Regional Thematic Unit (CAD RTU) at the IOM Regional Office for MENA, in coordination with the Climate Adaptation and Vertical Funds Unit at IOM HQ. Contract & Benefits Part-time consultancy with deliverable-based payments. IOM covers occupational accident and illness insurance; consultants are responsible for non-occupational insurance. The role is contingent on funding confirmation and subject to verification of residency, medical fitness, and compliance with IOM regulations.
