The International Organization for Migration (IOM), a Related Organization of the United Nations established in 1951, operates as the leading intergovernmental agency in the field of migration. Within this mandate, the organization delivers services, technical expertise, and policy advice aimed at strengthening migration governance globally. The role of Project Coordinator, Communications (P-3) is situated within the United States Refugee Admissions Program (USRAP), specifically under the Resettlement Support Center (RSC) operations managed by IOM. The position is initially based in Washington, D.C., United States of America, with the expectation of relocation depending on operational and programmatic requirements. It is a fixed-term appointment of one year, with the possibility of extension based on funding and performance. Organizational Context and Programme Scope USRAP is a global resettlement initiative that provides protection and resettlement opportunities to thousands of refugees annually. IOM contributes to this programme through comprehensive operational support, including: Case processing and data management Migration health assessments Cultural orientation for refugees Travel logistics and transportation coordination Administration of travel loans and repayment systems Within this structure, the Resettlement Support and Movement Management Unit provides oversight and strategic direction for all resettlement-related operations. The RSC functions serve as the operational arm responsible for processing refugee cases and coordinating with multiple international and national stakeholders, including the United States Citizenship and Immigration Services (USCIS) and the U.S. Department of State’s Bureau of Population, Refugees, and Migration (PRM). Core Responsibilities The Project Coordinator, Communications is responsible for managing communication systems, supervising staff, and ensuring the efficient and secure flow of information between beneficiaries and institutional partners. Key responsibilities include: Staff Supervision and Operational Management Providing daily supervision of RSC communication staff engaged in beneficiary services Delivering training, guidance, and performance feedback Allocating tasks and ensuring consistent service delivery standards Case Management and Beneficiary Support Identifying high-risk, sensitive, or priority refugee cases requiring expedited processing Monitoring case progress and ensuring timely intervention in coordination with relevant teams Directly engaging with beneficiaries when necessary to respond to queries or urgent case needs Stakeholder Coordination Liaising with internal and external partners, including UNHCR, PRM, USCIS, and U.S. Embassy representatives Supporting responses to sensitive or high-level inquiries related to refugee cases Ensuring alignment of communication processes across multiple institutional actors Communication Systems and Information Management Monitoring communication channels to ensure accuracy, timeliness, and consistency Reviewing and improving communication templates and outreach materials Enhancing communication infrastructure, including digital platforms, telephone systems, and case management tools Identifying gaps in communication workflows and implementing solutions to improve efficiency Reporting and Situational Analysis Developing regular situational reports on regional and country-level security conditions Assessing risks affecting program beneficiaries and providing analytical input for decision-making Supporting leadership with briefings, statistical reports, and narrative summaries Policy Compliance and SOP Development Updating Standard Operating Procedures (SOPs) related to communications as programme requirements evolve Ensuring staff compliance with communication protocols and training standards Maintaining confidentiality and data protection in line with USRAP and IOM regulations Representation and Field Engagement Representing the RSC in meetings with government and UN stakeholders when required Undertaking duty travel for training, coordination, or operational support activities Supporting organizational compliance with protection mainstreaming and ethical standards Required Qualifications and Experience Candidates are expected to possess advanced academic and professional qualifications relevant to migration, international relations, or social sciences.
