The International Rescue Committee (IRC) is seeking a dedicated and solutions-driven professional to join its team as a Senior Youth Advocacy Specialist. This is a full-time, hybrid position based in Sacramento, California, offering an opportunity to lead impactful youth advocacy programming that supports refugee and immigrant communities, particularly Afghan youth. Role Overview The Senior Youth Advocacy Specialist is responsible for overseeing and delivering youth services under the Elevate Youth Program, with a particular focus on the Youth Leadership Council (YLC). The YLC is a group of 8–12 Afghan girls aged 14–24 who are contracted by IRC to inform, research, design, and implement initiatives related to substance use prevention, mental health awareness, and community advocacy. This role provides strategic leadership to the program, supervises the Youth Specialist position, and ensures that all program deliverables, grant requirements, and community engagement objectives are met or exceeded. Key Responsibilities Outreach and Enrollment Collaborate with school districts and community-based organizations to identify and recruit eligible youth Conduct fair and comprehensive assessments and interviews for YLC candidates Youth Leadership and Engagement Oversee case management and one-on-one youth services, including goal setting and service planning Design and deliver leadership development, advocacy, and substance prevention trainings Recruit volunteers, facilitators, and community leaders to support workshops and youth learning sessions Ensure accurate documentation of participation, progress, and grant deliverables Community Advocacy and Programming Guide YLC members in planning and delivering community presentations, wellness workshops, and social events Facilitate regular YLC planning meetings and leadership development retreats Support youth-led listening sessions, surveys, and community data collection on mental health and substance use Assist in developing and managing youth-generated content for IRC youth social media platforms Organize and execute the annual Youth Advocacy Showcase, engaging community members and policymakers Program Oversight and Reporting Complete quarterly funder reports and ensure compliance with grant requirements Oversee monthly YLC payment processing and documentation Track youth hours, outcomes, and timesheets to ensure accurate fund utilization Lead internal Elevate Youth team meetings to strengthen coordination and collaboration Community Networking and Partnerships Build and maintain partnerships related to substance prevention, advocacy, mental health, and legislation Create opportunities for youth to engage in civic action and amplify their voices locally and digitally Coordinate with schools to support after-school programming and youth outreach across Sacramento Required Qualifications and Experience The ideal candidate will bring a strong background in youth advocacy, program management, and community engagement. Key requirements include: Bachelor’s degree or equivalent professional experience (Master’s degree preferred) 1–3 years of experience in youth counseling, coaching, or case management 1–3 years of experience working in or managing grant-funded programs Experience in substance prevention, mental health advocacy, or youth leadership programming Strong multicultural competence and ability to work with youth from diverse backgrounds Excellent written, verbal, and public speaking skills Proficiency in Microsoft Office and data or fiscal tracking systems Flexible availability and ability to travel locally as needed Proficiency in refugee languages such as Dari, Farsi, Pashto, or Arabic is an asset Compensation and Benefits The Senior Youth Advocacy Specialist position is non-exempt, with a pay range of USD 26–27 per hour, depending on experience and location.
