The International Rescue Committee (IRC) is seeking a Communications Officer to support its Measurement, Evaluation, Technology, Accountability & Learning (METAL) unit. This short-term, full-time role focuses on strengthening internal communications, improving knowledge management systems, and enhancing the organisation’s external visibility in data and technology-driven humanitarian programming. About the Organisation Founded in 1933, the International Rescue Committee responds to global humanitarian crises by restoring health, safety, education, and economic wellbeing for affected populations. Operating in over 40 countries and 29 U.S. cities, the organisation delivers long-term impact through evidence-based and community-centred approaches. Within IRC, the Technical Excellence (TE) division provides expertise across key sectors, including: Health Education Economic wellbeing Violence prevention Measurement, Evaluation, Technology, Accountability & Learning (METAL) Role Overview The Communications Officer will lead a targeted effort to unify METAL’s communication systems and knowledge-sharing practices. The role combines strategic planning with hands-on execution, ensuring that internal teams, donors, and external stakeholders can access and understand IRC’s program-driven data and technology work. Core deliverables include: A unified communications strategy A redesigned internal knowledge platform A strengthened external communications presence Key Responsibilities 1. Internal Knowledge Management and Platform Redesign Redesign METAL’s internal knowledge hub (RescueNet) for improved usability Audit and organise existing resources, including tools, guides, and learning materials Develop a clear information architecture aligned with METAL’s structure Integrate program technology resources and ongoing learning content Ensure accessibility and long-term sustainability of the platform 2. Unified Communications Strategy Consolidate existing communication approaches into a single METAL strategy Identify gaps and overlaps across current systems Develop a consistent messaging framework for internal and external audiences Create an editorial calendar to guide content production Define success metrics and monitoring mechanisms 3. External Communications and Positioning Develop an external-facing platform showcasing IRC’s technology and data work Adapt case studies, impact stories, and technical materials for public audiences Produce thought leadership content and downloadable resources Coordinate with web teams to launch and maintain the platform Establish a content pipeline for ongoing engagement with donors and partners 4. Communications Products and Launch Support Develop internal communication tools such as newsletters and announcements Create templates, style guides, and reusable formats Update distribution lists and communication channels Produce foundational content introducing METAL’s work and impact 5. Meeting Coordination and Communities of Practice Coordinate recurring meetings, including team sessions and thematic discussions Support the MEAL Community of Practice through structured engagement Facilitate knowledge sharing across teams and regions Document key insights and maintain a forward-looking engagement calendar What Success Looks Like Success in this role will result in: A clear and widely adopted METAL communications strategy Improved access to tools and resources through an intuitive knowledge platform Strong external positioning of IRC’s data and technology initiatives Sustainable communication systems and content pipelines Engaged and effective internal communities of practice Candidate Profile Required Experience Proven experience leading communications strategies in global organisations Strong background in knowledge management or intranet redesign Excellent writing and editorial skills Experience translating technical concepts into clear, engaging content Familiarity with monitoring, evaluation, learning, and technology in development or humanitarian contexts Experience managing digital content platforms Core Competencies Ability to manage multiple projects independently in a remote setting Strong stakeholder engagement and facilitation skills Experience coordinating meetings and collaborative forums High attention to detail and organisational capability Fluency in English Desirable Skills Experience with program technology or digital tools in humanitarian settings Donor-facing or external communications experience Graphic design or visual communication skills Additional languages (French, Spanish, or Arabic) Contract Details Duration: Approximately 6 months Work type: Fully remote (within the United States) Compensation: $73,000 – $82,000 (depending on experience and location) Short-term employees are eligible for limited benefits, including: Retirement savings plan (403b) with employer contributions Paid sick leave Employee Assistance Program (EAP) Organisational Values and Standards IRC operates under core principles of: Integrity Service Equality Accountability All staff are expected to uphold safeguarding policies, prevent misconduct, and contribute to a respectful and inclusive work environment.
