Within this global framework, the People and Culture (P&C) Operations Officer for the Crisis Response, Recovery and Development (CRRD) team plays a central role in ensuring smooth HR processes, strong coordination, and innovation in operational excellence. This position, open to candidates based in Kenya or any other IRC operational location, suits a detail-driven, creative, and digitally fluent professional who thrives in fast-paced international environments. H3 Main Purpose of the Role The P&C Operations Officer provides comprehensive administrative, operational, and analytical support to the CRRD P&C Headquarters—covering the CRRD Central team, the Awards Management Unit (AMU), and the Emergency Unit. This includes managing HR transactions, supporting onboarding and offboarding, coordinating meetings, maintaining digital systems, and contributing to organisational efficiency and engagement. The role blends operational precision with creative problem-solving, requiring strong communication skills, strict attention to detail, and the ability to collaborate with diverse, global teams. H3 Key Responsibilities 1. P&C Operations and Administration The officer ensures that HR processes across CRRD HQ run efficiently and accurately through: Providing end-to-end administrative and transactional P&C support across CRRD departments. Preparing, submitting and tracking documentation on behalf of CRRD P&C HQ Partners and line managers. Closely coordinating with HR Operations and Country P&C/HR Leads to support global staff and resolve administrative matters. Managing monthly payroll uploads across regions, ensuring accuracy and timely follow-up. Supporting recruitment through interview scheduling, documentation preparation and securing approvals. Facilitating onboarding and offboarding, including induction material preparation, access setup and exit documentation. Developing and maintaining organised and secure HR files, trackers, and templates. Collaborating with HR Operations, Recruitment, Benefits and Compensation to resolve issues. Updating the CRRD P&C Library with current reports and resources. Monitoring deadlines, tracking pending actions and ensuring timely completion of HR tasks. Contributing to continuous improvement of administrative systems for better operational efficiency. 2. Coordination and Communication The role contributes significantly to internal coordination and effective communication through: Scheduling and hosting P&C meetings across time zones, including technical support with Teams features such as breakout rooms. Drafting clear meeting minutes and following up on action items. Preparing communication materials, including announcements and visual content. Supporting the design and maintenance of tools, templates and surveys to strengthen engagement and recognition within the CRRD P&C Leadership Team. Managing the Country Director Onboarding page on RescueNet, ensuring content remains accessible, relevant and aligned with organisational standards. 3. Data and Analytical Support The officer strengthens organisational decision-making by: Supporting HR data collection, management and reporting. Ensuring data quality, consistency and alignment across systems and dashboards. Identifying trends that inform operational improvements. H3 Working Relationships Reports to: Director, People & Culture, Planning & Operational Excellence Direct Reports: None Key Internal Contacts: Director, People & Culture – CRRD HQ Director, People & Culture – AMU Director, People & Culture – Emergency Unit H3 Qualifications and Experience Ideal candidates will bring: A bachelor’s degree in Human Resources, Business Administration, Communications or related fields, or equivalent experience. Minimum two years of experience in HR, People & Culture operations or administrative coordination, preferably in international NGOs. Strong organisational and analytical skills with the ability to manage competing priorities. Excellent verbal and written communication skills with meticulous attention to detail. Creativity and proficiency with digital engagement tools such as Kudo Boards, Canvas, MS Forms and SharePoint. High proficiency in Microsoft 365 (Word, Excel, PowerPoint, Teams, Outlook). Familiarity with HRIS systems such as Workday. Strong interpersonal and cross-cultural communication skills. Experience creating visually engaging HR or P&C materials. Knowledge of AI tools to enhance HR processes and an understanding of responsible AI use. Languages: Professional fluency in English required. French is an asset. H3 Why Work with the IRC?
