Role Overview The Employment Specialist position at the International Rescue Committee (IRC) is a critical role dedicated to supporting newly arrived refugees and other eligible immigrants in achieving economic self-sufficiency. As part of a globally recognised humanitarian organisation, the specialist contributes to the IRC’s mission of restoring safety, dignity, and stability for people affected by conflict, persecution, or disaster. Within this framework, the Employment Specialist serves as a key facilitator of workforce integration for clients resettling in Baltimore, Maryland, by guiding them through employment preparation, job placement, and early career progression. Core Responsibilities The role combines direct client support, employer engagement, and administrative accuracy. Key responsibilities include: Conducting client intake, assessments, and program orientation for individuals eligible for employment services. Designing personalised employment plans tailored to clients’ skills, goals, and immediate financial needs. Delivering job readiness training, including resume support, interview preparation, workplace skills, and job search guidance. Identifying suitable employment opportunities by cultivating strong relationships with local employers and staffing agencies. Supporting both clients and employers with post-placement needs, troubleshooting workplace challenges, and encouraging retention. Monitoring client progress, employment performance, wage changes, and overall job stability. Documenting all client interactions in accordance with program and compliance standards, ensuring accurate data entry and reporting. Collaborating closely with IRC colleagues, community partners, volunteers, and interns to provide coordinated service delivery. Using a personal, insured vehicle or public transportation to travel within the service area as required. Training and guiding support staff, volunteers, or interns when needed. Performing additional duties assigned to support program goals. Qualifications and Professional Experience The ideal candidate brings a combination of educational preparation, workforce development expertise, and cultural competency. Preferred qualifications include: A bachelor’s degree in social work, human services, or a related discipline. At least two years of professional experience in workforce development, employment services, vocational counselling, or related fields. Prior experience serving refugee, immigrant, or culturally diverse communities. Familiarity with job placement processes, career preparation, and employer engagement strategies. Strong relationship-building, diplomacy, and networking capabilities. Demonstrated success communicating in multicultural environments. Strong problem-solving abilities, with the capacity to manage multiple tasks and prioritise effectively. High attention to detail and accuracy in documentation and reporting. Proficiency in English (spoken and written). Knowledge of Dari, Farsi, Pashto, or other client languages is an asset. Competence in Microsoft Office applications and comfort using digital tools for research, reporting, and data entry. A valid driver’s license with access to an insured personal vehicle. Working Environment and Compensation The working structure of the position is hybrid and includes: A combination of in-office work, remote tasks, and local travel for employer engagement, client meetings, and field support. Occasional evening or weekend responsibilities based on client needs or program scheduling. Compensation is set at 25 dollars per hour, with final offers determined by labour market conditions, candidate experience, internal equity, and geographic considerations.
