International Telecommunication Union (ITU) is seeking a Resource Mobilization and Partnerships Consultant to support its Telecommunication Development Sector. This consultancy offers a unique opportunity to contribute to global digital development, with a focus on strengthening partnerships and funding strategies for the Pacific region. About ITU The International Telecommunication Union is the United Nations’ leading agency for information and communication technologies (ICTs). Its mission is to connect the world by: Managing global radio-frequency spectrum and satellite orbits Expanding communication infrastructure in developing regions Setting international standards for seamless connectivity Convening global stakeholders through major telecom events ITU promotes diversity, inclusion, and gender equality, maintaining a zero-tolerance policy against harassment and discrimination. Role Overview The consultant will support ITU’s Telecommunication Development Bureau (BDT), specifically within regional initiatives targeting the Pacific Small Island Developing States (PSIDS). The role focuses on identifying funding opportunities, strengthening partnerships, and supporting resource mobilization strategies to accelerate digital transformation in the Pacific region. Organizational Context The Telecommunication Development Bureau is responsible for advancing ICT development globally through: Policy development and strategic planning Technical cooperation and project implementation Promoting equitable access to digital technologies The role works closely with regional offices, particularly the Asia-Pacific region, to align initiatives with ITU’s strategic goals and the Sustainable Development Goals (SDGs). Background and Project Focus Pacific Small Island Developing States face unique challenges, including: Geographic isolation and dispersed populations Limited telecommunications infrastructure Vulnerability to climate change and economic shocks To address these challenges, ITU is supporting initiatives that include: Situational analysis and needs assessments Feasibility studies for regional ICT development Strengthening partnerships and regional presence The consultant will play a key role in advancing these efforts through resource mobilization and stakeholder engagement. Key Responsibilities The consultant will undertake a range of strategic and operational tasks, including: Research and Analysis Identify funding opportunities aligned with ITU priorities Analyze donor trends and financing mechanisms Resource Mobilization Strategy Develop and implement strategies tailored to Pacific needs Support creation of fundable project concepts Partnership Development Engage stakeholders across: Governments Private sector Development agencies Map potential partners and funding ecosystems Proposal Development Draft: Concept notes Funding proposals Partnership briefs Stakeholder Engagement Facilitate regional dialogues and consultations Build relationships to catalyze investment and collaboration Coordination and Reporting Work closely with ITU regional teams Provide regular updates and progress reports Key Deliverables Monthly progress reports Resource mobilization strategy and execution plan Comprehensive funding and donor tracking system Developed proposals and concept notes Final consultancy report Required Competencies The ideal candidate will demonstrate: Strong analytical and research skills Expertise in resource mobilization and partnership building Ability to develop high-quality funding proposals Experience engaging diverse stakeholders Strong communication and facilitation skills Proficiency in digital collaboration tools Qualifications and Experience Education: Degree in fields such as: Telecommunications/ICT Business administration Economics Social sciences Advanced degree is an advantage Experience: Minimum 7 years of relevant professional experience Background in: Project management Resource mobilization Partnership development Experience in the Pacific region or ICT sector is an asset Familiarity with the UN system is desirable Languages: Advanced proficiency in English Knowledge of another UN language is an advantage Contract Details Contract Type: Consultant Location: Remote (home-based) Duration: Immediate start until June 30, 2025 Compensation: USD 230 per working day Application Deadline: April 7, 2026 Application Process Candidates must submit an online application through the ITU careers portal.
