The International Rescue Committee (IRC) is seeking a highly experienced Finance/Ops Lead for a proposed FCDO-funded Technical Assistance programme in Pakistan. The full-time position will be based in Islamabad, Pakistan, and will provide financial, operational and compliance leadership for a major international development programme. Recruitment for the position is contingent upon the successful award of the project to IRC, and the final appointment will also be subject to approval by the UK Foreign, Commonwealth and Development Office (FCDO). About the International Rescue Committee The International Rescue Committee is a global humanitarian organisation responding to conflict, disaster and other crises. Founded in 1933, IRC works across more than 40 countries, supporting communities affected by crisis to restore health, safety, education, economic wellbeing and greater control over their futures. The organisation combines humanitarian response with long-term development and recovery programmes, working with governments, communities and partners to deliver sustainable impact. About the Finance/Ops Lead Role The Finance/Ops Lead will serve as the principal finance and operations business partner to the Project Director and senior management team. The position will establish and oversee the financial and operational systems required to support effective programme implementation. A major component of the role will be ensuring strong financial management and compliance with FCDO requirements, IRC policies and applicable Pakistani legislation. The Finance/Ops Lead will also oversee financial tracking and reporting linked to Payment by Results (PBR) milestones and disbursement-linked indicators. Key Responsibilities The successful candidate will be responsible for a broad range of financial, operational and compliance functions, including: Establishing and implementing project finance policies, systems and procedures. Managing financial schedules and reporting requirements for IRC and FCDO. Preparing quarterly accruals, expenditure reports and burn-rate projections. Producing monthly actual-versus-budget reports and financial analysis. Reviewing balance sheet reconciliations and trial balances. Monitoring financial activities and identifying potential risks to financial performance and internal controls. Preparing and reviewing FCDO financial reports. Maintaining compliance with tax, labour and other applicable legal requirements. Establishing finance roles and responsibilities and supporting recruitment and staff development. Managing project banking relationships, cash controls and currency holdings. Overseeing bank and cash reconciliations. Forecasting cash requirements and preparing cash transfer requests. Supporting project budget preparation and revisions. Preparing monthly and annual cash budgets. Leading pipeline and spending forecasts in coordination with technical teams. Managing logistics, procurement and administrative/HR coordination. Tracking, verifying and reporting on PBR milestones and disbursement-linked indicators. Required Qualifications and Experience The position is intended for a senior finance and operations professional with substantial experience managing large donor-funded programmes. Applicants should have: A Bachelor’s degree in Accounting, Finance, Business Administration, Commerce or a related discipline, together with a recognised professional accounting qualification such as CPA, or a Master’s degree in Accounting. At least 10 years of relevant financial, compliance or operational experience. Experience managing or supporting US$7 million or larger FCDO-funded projects or comparable institutional donor programmes. Strong experience in budgeting and financial reporting for large donor-funded projects. Experience managing projects with significant subaward components. Strong knowledge of accounting principles, financial reporting and financial management systems. Familiarity with FCDO rules, regulations and applicable laws. Previous experience with FCDO Technical Assistance programmes or commercial contractors delivering FCDO/ODA-funded assistance. Strong knowledge of Payment by Results (PBR) approaches, including results-based milestones and disbursement-linked indicators. Extensive experience with ERP or computerised accounting systems. Advanced and demonstrated Microsoft Excel skills. Additional Skills The ideal candidate should demonstrate strong problem-solving and communication abilities. The role requires someone who can identify potential challenges proactively, communicate risks clearly and recommend practical solutions. Strong interpersonal, negotiation and relationship-building skills are also essential, as the Finance/Ops Lead will work with diverse technical, operational and management teams. Excellent written and verbal English communication skills are required.
