The United Nations Development Programme (UNDP) is seeking a highly motivated Programme Analyst (IPSA-8) to join the RBEC Sustainability Facility at the Istanbul Regional Hub (IRH) in Türkiye. This full-time, six-month assignment offers a unique opportunity to contribute to sustainable, inclusive, and climate-informed development across the Europe and Central Asia region. The RBEC Sustainability Facility is hosted within the Office of the Chief Economist and serves as a regional policy and investment framework designed to operationalize Article 55 of the UN Charter. The Facility addresses pressing structural challenges in the region, including high debt burdens, fiscal constraints, demographic shifts, climate risks, and stagnating progress toward the Sustainable Development Goals (SDGs). It provides integrated support to UNDP Country Offices through forward-looking diagnostics, alignment of national planning and financing frameworks, innovative financing instruments, and digital and AI-enabled monitoring tools, fostering regional peer learning and evidence-based policy guidance. Key Responsibilities The Programme Analyst will provide substantive programme, analytical, and operational support to the RBEC Sustainability Facility under the direct supervision of the Chief Economist. The role also supports the preparation and analytical work related to the Europe and Central Asia Regional Human Development Report (RHDR) 2026, with a particular focus on leveraging sustainable finance for human development. Programme and Analytical Support: Implement the Sustainability Facility workplan, coordinating diagnostics, policy roadmaps, and pilot activities at regional and country levels. Contribute to research, data collection, and analysis related to sustainable finance, integrated planning, climate-development linkages, public finance management, and SDG financing. Support development of technical briefs, concept notes, presentations, and knowledge products. Manage project setup, updates, risk registers, and results tracking using UNDP corporate systems (Quantum). Support to RHDR 2026: Provide analytical and coordination support for RHDR preparation, including sustainable finance, private capital mobilization, and human development outcomes. Assist in organizing consultations, workshops, and peer-learning events. Consolidate inputs, feedback, and revisions from internal and external stakeholders. Monitoring, Reporting, and Results Management: Track outputs, milestones, and KPIs under the Sustainability Facility results framework. Prepare progress reports, donor reports, and management responses. Support M&E processes, including evaluations, audits, and reporting. Coordination and Partnerships: Engage with UNDP Country Offices, RBEC teams, UN agencies, international financial institutions, donors, and regional partners. Assist in organizing regional meetings, virtual briefings, and knowledge-sharing exchanges. Operational and Financial Management: Provide day-to-day operational support, including budget tracking, monitoring expenditures, and ensuring compliance with UNDP rules. Process requisitions, payments, and contracts via Quantum and other corporate systems. Support procurement and recruitment processes in coordination with IRH operations. Required Skills and Experience Education: Advanced degree (Master’s or equivalent) in Economics, International Development, Social Sciences, Business Administration, or related field. Alternatively, a Bachelor’s degree plus 2 years of qualifying experience will be considered. Experience: Up to 2 years relevant professional experience with a Master’s degree or equivalent experience with a Bachelor’s degree in programme management, operations, or development projects. Experience supporting programme implementation and operational processes in development contexts. Familiarity with financial, procurement, and administrative systems. Proficiency with UNDP corporate systems (e.g., Quantum) or similar ERP platforms.
