An estimated one in three children worldwide is affected by lead exposure, leading to irreversible health, cognitive, and economic consequences. LEEP’s work focuses on generating rigorous data, supporting governments to introduce and enforce effective regulations, and assisting industry actors to remove lead from consumer products. Historically, LEEP has concentrated on lead paint, a major exposure pathway in low- and middle-income countries. The organisation is now expanding its scope to address additional sources of lead exposure, particularly spices and cosmetics, which present significant risks in several markets, including India. Since its founding in September 2020, LEEP has launched lead paint elimination programmes in 37 countries and completed paint studies in 22. It has worked with governments in 18 countries to establish regulatory goals and has supported market shifts in 17 countries where manufacturers representing over 50 percent of market share have transitioned to lead-free production. LEEP has also conducted lead-in-spices studies in Ethiopia and Türkiye and is scaling this work to new contexts. Independent analyses rank LEEP among the most cost-effective global health interventions, with prevention costs estimated at USD 1.66 per child. LEEP is a partner of the World Health Organization and the UN Environment Programme’s Global Alliance to Eliminate Lead Paint and receives funding from major institutions including USAID, Founders Pledge, Open Philanthropy, and Schmidt Futures. About the Role LEEP is seeking an experienced Senior Program Manager to lead its spices and cosmetics programmes in India. The role will be responsible for designing, managing, and delivering high-impact interventions to reduce lead exposure, while also leading small teams that support and execute program activities. The position requires exceptional strategic judgement, strong people management skills, and extensive experience engaging with government stakeholders. The Senior Program Manager will work closely with central and state governments, industry actors, civil society organisations, and LEEP’s global team to drive regulatory progress, improve compliance, and support behaviour change. This role is well-suited to a professional who combines hands-on programme delivery with strategic leadership and enjoys working across policy, research, advocacy, and implementation. Key Responsibilities Government Engagement and Technical AssistanceThe Senior Program Manager will collaborate closely with central and state government counterparts to support prioritisation of lead exposure as a public health issue. This includes providing technical assistance on the implementation of regulations, maintaining regular engagement with policymakers across relevant ministries and agencies, and contributing expertise during government meetings and stakeholder workshops. The role also involves preparing technical briefs, informational materials, and educational resources to support evidence-based decision-making and coordinating project planning activities with public-sector partners. Industry Engagement and SupportThe role includes constructive engagement with industry stakeholders across the spices and cosmetics supply chains, particularly manufacturers and suppliers of lead-containing products. Responsibilities include presenting the case for lead elimination, identifying practical solutions to industry constraints, and supporting access to lead-free raw material suppliers. The Senior Program Manager will work collaboratively to enable industry transitions while maintaining public health objectives. Research and Data GenerationThe position oversees and contributes to lead-in-spices and lead-in-cosmetics studies in India. This includes sourcing products, preparing samples, coordinating laboratory testing, and working with government, academic, or civil society partners. The role also involves analysing data, summarising existing literature, and producing high-quality reports to inform programme strategy and policy engagement. Media Campaigns and Coalition BuildingThe Senior Program Manager will develop and implement strategic media campaigns to amplify government successes, encourage industry action, and raise public awareness. Where appropriate, the role may involve designing culturally appropriate consumer behaviour change interventions. Building and maintaining coalitions with NGOs, think tanks, academic institutions, medical associations, and other civil society actors is a key component of this work. People Management and Team LeadershipThe role includes direct management of Program Associates, providing clear direction, performance feedback, coaching, and professional development support. The Senior Program Manager is accountable for team performance and results and is expected to foster a high-performance, trusting, and mission-driven team culture. Strategy, Planning, and Budget ManagementThe Senior Program Manager will design and execute programme plans aligned with LEEP’s strategic objectives, troubleshoot implementation challenges, and identify creative solutions to blockers. The role also requires effective budget oversight and regular sharing of lessons learned with the wider LEEP team to continuously strengthen programme quality and consistency. Eligibility and Required Experience Successful candidates will demonstrate strong alignment with LEEP’s mission and values and possess the following qualifications and experience: More than five years of relevant professional experience Prior experience managing teams and supporting staff development Strong stakeholder management and interpersonal skills Excellent written and verbal communication skills Experience working with or within government in India (central or state) Experience with media campaigns or public communications Ability to educate, persuade, and collaborate with diverse stakeholders Strong project management, prioritisation, and strategic planning skills Comfort working in fast-paced, high-autonomy environments Willingness to travel for approximately 8–12 weeks per year Fluency in English and Hindi Work Environment and Benefits LEEP offers a flexible, supportive, and mission-driven work environment.
