MAGENTA, a global Social and Behaviour Change (SBC) agency, is seeking a Risk Communication and Community Engagement (RCCE) Expert for a six-month remote consultancy. The role focuses on strengthening immunization uptake through behavioural science-informed strategies in Vanuatu, Samoa, and Tonga. The consultant will support the development of an SBC toolkit and communication resources that help Ministries of Health and partners address vaccine hesitancy and encourage positive health behaviours in communities. The organisation’s culture emphasizes: Curiosity and innovation Transparency and authenticity Collaborative problem-solving Impact-driven work in fast-paced environments Role Purpose The RCCE Expert will support the development of a behavioural science-informed toolkit aimed at increasing vaccine confidence and improving immunization uptake in Pacific Island countries. The role involves analysing behavioural drivers of vaccine hesitancy and designing effective communication and engagement strategies that enable Ministries of Health to better interact with communities during routine immunisation programs and public health emergencies. Key Responsibilities The consultant will report to the project manager and collaborate with multiple stakeholders throughout the project lifecycle. Primary responsibilities include: Research and Analysis Conduct desk reviews of existing immunization communication materials and behavioural studies. Review relevant SBC and RCCE resources to identify best practices. Behavioural Insights Analyse behavioural drivers and barriers influencing vaccine uptake. Identify factors contributing to vaccine hesitancy and community perceptions. Toolkit Development Support the creation of an SBC toolkit framework based on behavioural science principles. Integrate strategies such as nudging, framing, defaults, and incentives. Communication Strategy Develop or contribute to country-specific communication strategies and messaging guidance. Ensure messaging aligns with cultural contexts and behavioural insights. Community Engagement Design RCCE approaches and community engagement tools to strengthen immunization efforts. Support preparedness planning for public health emergencies. Content Development Produce communication materials for multiple platforms, including: Social media campaigns Radio scripts Posters and job aids Frequently asked questions (FAQs) Stakeholder Collaboration Participate in consultations and validation workshops with partners. Support finalization of the SBC toolkit and implementation guidance. Candidate Requirements Applicants must demonstrate strong experience in health communication, behavioural science, and community engagement. Essential requirements include: Minimum 5 years of experience in Risk Communication and Community Engagement (RCCE) or health communication. Proven experience in immunization campaigns, public health communication, or vaccine confidence initiatives. Demonstrated expertise in developing: Behaviour change strategies Communication toolkits Social and Behaviour Change interventions. Previous collaboration with UN agencies, NGOs, or Ministries of Health is considered an advantage. Mandatory experience working in the Pacific region, particularly within community health or public health programs.
