The humanitarian medical organisation Médecins Sans Frontières (MSF), through its Eastern Africa regional office, is recruiting a Head of ICT for its new operational entity, MSF Ubuntu. The role is based within the Logistics and Supply Department and may be located in either Nairobi, Kenya or Johannesburg, South Africa. It is a full-time, three-year renewable contract open to both local and international applicants, with a start date as soon as possible. Organisational Context MSF is an international medical humanitarian organisation that provides emergency healthcare to people affected by conflict, epidemics, disasters, and exclusion from healthcare systems. It operates independently and delivers assistance based solely on need, without discrimination. MSF Eastern Africa serves as a regional coordination hub supporting operations, recruitment, communications, training, and strategic initiatives across the region. MSF Ubuntu is a newly established operational directorate within MSF, grounded in the philosophy of Ubuntu—“I am because we are.” This model emphasises interdependence, community-centred decision-making, and locally grounded humanitarian action. MSF Ubuntu aims to strengthen medical operations by embedding collaboration, innovation, and shared ownership across the wider MSF movement. Within this structure, ICT systems are considered essential enablers of effective humanitarian response, supporting communication, data management, coordination, and operational continuity. Role Purpose The Head of ICT is responsible for coordinating and enabling ICT services across MSF Ubuntu operations and headquarters functions. The role ensures that ICT systems effectively support medical humanitarian action while maintaining alignment with MSF-wide standards, infrastructure, and governance frameworks. Rather than creating separate systems, the role focuses on coordination, interoperability, and alignment with existing MSF entities such as MSF OCB, MSF Eastern Africa, and MSF Southern Africa. It also contributes to developing innovative ICT approaches that can be shared across the broader MSF movement. Key Responsibilities The position combines ICT leadership, operational coordination, innovation, and capacity building. ICT Coordination and Operations Act as the central ICT focal point for MSF Ubuntu Coordinate ICT services across field missions and headquarters functions Ensure ICT systems are reliable, secure, and adapted to operational contexts Align ICT services with MSF global standards and frameworks Oversee training and capacity development for ICT staff Interdependent Partnership and Collaboration Work closely with MSF Eastern Africa, MSF Southern Africa, and MSF OCB ICT teams Represent MSF Ubuntu in joint ICT planning and coordination forums Ensure Ubuntu operational needs are integrated into shared ICT systems Contribute to MSF-wide ICT training and knowledge-sharing initiatives Promote interoperability and system mutualisation across MSF entities Innovation and Local Adaptation Identify opportunities for ICT innovation in field operations Pilot and document context-specific ICT solutions Engage with communities and local stakeholders to ensure appropriate technology use Share successful models and lessons learned with the wider MSF network Support the development of locally grounded ICT practices Operational ICT Support and Quality Assurance Ensure continuous availability of ICT services such as connectivity and communication tools Coordinate ICT support through partner MSF entities Promote scalable, secure, and maintainable ICT systems Ensure proper documentation of all ICT assets and services Security and Data Protection Ensure compliance with MSF data protection and cybersecurity policies Support missions in identifying and mitigating ICT-related risks Promote safe and responsible use of digital tools Strengthen awareness of cybersecurity threats among staff Planning, Reporting, and Learning Contribute to operational planning and ICT reporting processes Monitor system performance and recurring technical issues Document lessons learned and contribute to organisational learning Support dissemination of ICT practices across MSF entities Capacity Building and Change Management Support onboarding and training of ICT focal points in missions Facilitate adoption of shared ICT systems and tools Guide teams through system transitions and upgrades Act as a change enabler within evolving operational environments Decision-Making Scope The Head of ICT will: Make operational ICT coordination decisions within MSF frameworks Propose adjustments based on field realities Escalate high-risk or non-standard decisions to senior leadership and partner ICT teams Required Qualifications Education Bachelor’s or Master’s degree in ICT, Computer Science, or a related field Fluency in English (written and spoken) French is considered an asset Experience 7–10 years of professional ICT experience Experience in complex or resource-limited environments Experience coordinating across multiple stakeholders or organisations Background in supporting operational or field-based teams Technical Competencies ICT infrastructure and connectivity systems User support and service delivery models Data protection and cybersecurity principles ICT governance and system standardisation Behavioural Competencies Strong alignment with MSF values and humanitarian principles Strategic thinking and systems-level problem solving Strong planning, coordination, and organisational skills Ability to work in multicultural and evolving environments Strong collaboration and partnership mindset Openness to innovation balanced with operational risk awareness Ability to engage respectfully with communities and partners Conditions and Benefits Contract duration: 3 years (renewable) Location: Nairobi (Kenya) or Johannesburg (South Africa) Employment type: Full-time Salary and benefits: Based on MSF reward policy and local conditions Application deadline: 5 May 2026 Recruitment and Safeguarding MSF maintains strict safeguarding policies to ensure the protection of patients, communities, and staff.
