Médecins Sans Frontières/Doctors Without Borders (MSF) Eastern Africa is seeking a dedicated Case Management Specialist to support its safeguarding and investigative functions across the region. MSF is an independent international medical humanitarian organisation providing assistance to individuals affected by conflict, epidemics, disasters, and exclusion from healthcare. The Case Management Specialist will contribute significantly to maintaining a safe environment for patients, staff, and community members while strengthening safeguarding systems. This role carries a Medium Risk level of contact with patients and children, monitored in accordance with safeguarding protocols. Role Purpose Reporting directly to the EDI & Safeguarding Unit Lead, the Case Management Specialist will manage safeguarding investigations from intake to closure. The role includes supporting institutional learning, strengthening triage processes, coordinating a pool of investigators, and providing both administrative and logistical support during investigations. Key Responsibilities Case Management and Investigation Supervise safeguarding investigations within Eastern Africa HQ and country program partners. Receive, categorize, and process complaints or alerts related to abuse, misconduct, or inappropriate behaviour. Engage with complainants, survivors, whistleblowers, and subjects of concern as appropriate. Conduct and update risk assessments in collaboration with investigative teams. Ensure case documentation upholds strict confidentiality and data protection standards. Manage stakeholder communication throughout intake, investigation, and case closure. Coordinate Safeguarding Committee meetings and prepare minutes. Present investigative findings and recommendations to the Decision-Making Authority (DMA). Coordinate the regional pool of investigators, offering logistical and administrative support. Advise HR on disciplinary, grievance, and performance-related escalation. Support HR in grievance procedures, conflict resolution, and team dynamics. Maintain updated knowledge of national labor laws across mission contexts. Record-Keeping and Reporting Ensure proper closure and secure archiving of investigative files. Maintain an updated case management database for reporting and trend analysis. Keep accurate records to support case reviews and communication. Liaise with HR in field missions on data and reporting requirements. Policy, Capacity Building and Accountability Support the development and refinement of safeguarding and case management policies. Develop tools, learning modules, and training resources for stakeholders such as country leadership, cell managers, and DMA representatives. Strengthen mechanisms for tracking corrective actions and lessons learned. Qualifications Education Bachelor’s degree in Behavioral Science, Social Sciences, Human Rights, International Development, Law, Education, or a related field. Additional safeguarding certification (e.g., CHS, OSACO) is a strong advantage, especially in investigative work. Experience Minimum five years’ experience in safeguarding, protection, or GBV. Experience within East or Central Africa is highly desirable. Proven background in workplace administrative investigations in the humanitarian sector. Experience supporting or conducting safeguarding training or audits. Strong understanding of safeguarding principles. Proficiency in English required; French highly desired; Kiswahili or other languages are an added advantage. Competencies Technical Strong ability to manage safeguarding investigations with due process. Capacity to assess and improve practices related to case management. Skill in developing policies, procedures, and training content. High levels of integrity, confidentiality, empathy, and maturity. Strong analytical skills with capacity to produce clear, actionable findings. Ability to conduct interviews and deliver high-quality reports on short timelines. Cultural sensitivity and strong understanding of DEI integration. Behavioral Commitment to MSF values, behavioural commitments, and humanitarian principles. Ability to work in multicultural environments and promote inclusive, non-discriminatory behaviours. Strong conflict management, listening, and communication abilities. Capacity to work independently, manage multiple deadlines, and handle sensitive information discreetly. Results-oriented approach with strong organisational skills. What MSF Offers Contract: Two-year renewable contract based in Nairobi. Salary: EUR 27,145 annually, with 2% increment per year (up to 10 years). Work-life balance benefit: EUR 620–1,159/month depending on status. Leave: 25 annual leave days, sick leave, maternity/paternity leave, and other allowances. Pension: 10% employer contribution.
