The programme is designed to strengthen evidence-based policymaking by providing structured research and analytical support to Members of the Meghalaya State Legislative Assembly. The fellowship is part of an ongoing governance reform initiative aimed at integrating knowledge systems, data-driven research, and institutional capacity-building to improve legislative decision-making in Meghalaya. About the MLRF Programme and Institutional Partners The Meghalaya Legislative Research Fellowship is coordinated by the Meghalaya Institute of Governance (MIG), which serves as the state’s nodal institution for governance reforms. The programme is academically and operationally supported by the Bharti Institute of Public Policy at the Indian School of Business (ISB), which serves as the knowledge and implementation partner. Fellowship Roles and Responsibilities Selected fellows will work closely with legislators and contribute to governance processes through structured research, data analysis, and policy support. Key responsibilities include: Preparing research briefs, policy notes, fact sheets, and legislative summaries Supporting Members of the Legislative Assembly in parliamentary work, including questions and responses Conducting evidence-based research on governance and policy issues Developing Constituency Development Plans (CDPs) for legislative constituencies Producing analytical reports on emerging socio-economic challenges Data Fellows will additionally focus on: Developing dashboards and data visualization tools Conducting statistical and quantitative analysis for decision-making Supporting constituency-level and legislative data interpretation The fellowship emphasizes real-time application of research to improve legislative efficiency and policy responsiveness. Fellowship Structure, Duration, and Benefits The MLRF programme offers a structured engagement model that combines field research, legislative support, and analytical work. Selection Process for MLRF 3rd Cohort The selection process is conducted in two phases and is jointly managed by ISB and MIG. Phase I – Screening and Shortlisting (by ISB) Application review and shortlisting by BIPP, ISB Written assignment, including a research article submission Online discussion round to evaluate analytical and communication skills Phase II – Final Interview (Joint Panel) Physical interview conducted in Shillong Joint evaluation by MIG and ISB representatives Final selection based on performance across both phases Candidates from previous MLRF cohorts are eligible to reapply and may proceed directly to the interview stage without undergoing Phase I screening.
