MSF operates based on medical need alone, without discrimination on the basis of race, religion, gender, or political affiliation. MSF International, registered in Switzerland, serves as the legal and operational hub linking 24 MSF sections, 28 associations, and affiliated offices. It coordinates international initiatives, provides information and support across the MSF Movement, and implements projects to strengthen global humanitarian operations. Position Overview The International HR Contracting and Administration Manager is a strategic member of MSF International’s HR team, reporting to the International HR Coordinator. The role plays a pivotal part in designing, implementing, and maintaining effective contracting and administrative processes for all MSF staff. This includes liaising with HR stakeholders, operational centres, legal departments, and other entities to provide guidance, troubleshoot issues, and ensure consistent policy application across the Movement. The position also contributes to the strategic development of workforce contracting services, monitoring evolving HR practices, and ensuring alignment with MSF’s organizational objectives. Key Responsibilities Contracting and Administration Expertise: Maintain oversight of entity types and the impact of new entities on international staff administration. Serve as the custodian of International Mobile Staff cross-admin and hosting tools, ensuring consistent use and knowledge sharing. Provide guidance to new MSF entities on contracting and administration policies and tools. Liaise with other departments, including the Global Procurement Unit and the Intersectional Legal Department, to support cross-entity initiatives. Monitor implementation of international HR policies, acting as a link between policy design and practical application. Ensure documentation and knowledge management of resources, tools, and policies via SharePoint and project management platforms. Support for Workforce and HR Initiatives: Contribute to major HR projects such as the Global Grading Framework, Mobile Salary Grid, and Global Pay Policy Framework. Develop monitoring and reporting tools for tracking policy implementation. Provide strategic advice on workforce evolution and HR structures to support organizational objectives. Team Collaboration and Movement Priorities: Actively participate in International HR team meetings and other relevant forums. Support colleagues and contribute expertise to broader IHR projects. Work flexibly within an agile, multicultural team environment. Promote MSF Behavioral Commitments, including abuse prevention, ethical conduct, and reporting responsibilities. Candidate Profile The successful candidate will possess: Over five years of HR experience in international contexts. Knowledge of MSF’s organizational structure and operational model. Strong analytical, organizational, and stakeholder management skills. Proven capacity for strategic thinking and problem-solving. Excellent communication skills to present complex information and provide actionable recommendations. Experience in project and change management. Ability to operate effectively in multicultural and remote team settings. Fluency in English; additional MSF languages (French, Spanish, Arabic) are advantageous. Ability to work independently with minimal supervision.
