The Fellowship offers an immersive, hands-on experience that bridges academic learning with on-ground political and policy practice. Through a structured training programme followed by field deployment, Fellows gain direct exposure to the workings of legislative offices, political strategy, governance systems, and public administration. Fellowship Objective The Mukherjee Fellowship aims to: Build a strong pipeline of skilled professionals in policy, politics, and governance Equip Fellows with analytical, legislative, and political strategy capabilities Provide first-hand exposure to policymaking and political decision-making processes Enable Fellows to contribute meaningfully to democratic institutions and public leadership Fellowship Structure The programme is structured into two integrated modules, combining classroom learning with real-world application. A. Theoretical Learning Module Duration: 3 monthsMode: In-person Before deployment, Fellows undergo intensive classroom-based training delivered by subject matter experts. Key learning areas include: Understanding Indian Society Analysis of political, social, and cultural frameworks Examination of governance challenges and public institutions Political Campaigns and Communications Fundamentals of election strategy and voter engagement Media relations, messaging, and political branding Parliamentary Procedures and Legislative Processes Overview of parliamentary functioning Bill drafting, debates, and policymaking cycles Law and Economics in India Intersections between governance, legal frameworks, and economic policy Public finance, regulation, and institutional design This module ensures Fellows develop a strong conceptual foundation before entering the field. B. Experiential Learning Module Duration: 9 monthsMode: In-person deployment Following the training phase, Fellows are placed in the offices of senior policymakers, elected representatives, public leaders, and administrators. During this phase, Fellows gain hands-on experience in: Drafting inputs for bills, parliamentary questions, and policy briefs Supporting legislative research and policy analysis Managing political communications and social media outreach Assisting with constituency engagement and public interface Supporting election campaigns and political strategy execution Conducting issue-based research and stakeholder mapping This module provides direct exposure to the realities of governance, political leadership, and public service delivery.
