The National Urban Climate Action (NUCA) Programme is seeking a highly motivated Urban and Municipal In-House Consultant to be embedded within the Development Bank of Southern Africa (DBSA). This role is based in Johannesburg, hosted within DBSA offices, and offers an opportunity to work at the intersection of urban development, climate finance, and municipal infrastructure delivery. Location: Johannesburg, South Africa Contract Type: Consultant contract (approximately 210 working days per year) Duration: 12 months, renewable up to 3 years based on performance Expected Start Date: January 2025 Supervision: Jointly supervised by DBSA and the NUCA Programme Support Team About the NUCA Programme The National Urban Climate Action (NUCA) Programme is a multi-country initiative led by the IDFC Facility, with financial and technical support from the International Climate Initiative (IKI) and the French Development Agency (AFD). The programme aims to strengthen the capacity of national and regional development banks, alongside local governments, to scale up low-carbon and climate-resilient urban infrastructure. NUCA operates across five pilot countries: Brazil Colombia Indonesia Mozambique South Africa Through technical assistance, knowledge exchange, and targeted support for climate project preparation, NUCA accelerates climate-aligned investments in cities. In South Africa, NUCA is implemented in partnership with DBSA, the IDFC member institution responsible for national-level delivery. The programme focuses on: Integrating climate considerations across DBSA’s strategies and operations Improving the development and financing of urban climate infrastructure projects Supporting municipalities to prepare bankable, climate-resilient investments To ensure strong institutional integration and long-term impact, NUCA embeds in-house consultants directly within DBSA. Role Overview The Urban and Municipal In-House Consultant will be embedded within DBSA’s Project Preparation Unit, working closely with municipal stakeholders, DBSA technical teams, and NUCA partners. The role is designed to strengthen municipal engagement and improve the quality and readiness of urban climate infrastructure projects. The consultant will support municipalities in defining, refining, and advancing projects that align with DBSA’s funding criteria and climate objectives. A key focus of the role is ensuring that feasibility studies translate into bankable, investment-ready opportunities that contribute to climate resilience and low-carbon development. This position involves close collaboration with engineers, planners, financiers, and climate specialists, and may be extended for up to three years based on performance. Key Responsibilities Municipal Engagement and Project Preparation Strengthen DBSA’s engagement with South African municipalities Support municipalities in preparing urban climate infrastructure projects Guide feasibility study processes to ensure alignment with DBSA requirements Assist municipalities in developing project concepts into investment-ready proposals Coordination and Collaboration Coordinate activities between DBSA, municipalities, and NUCA programme teams Facilitate effective collaboration across internal and external stakeholders Support the integration of NUCA tools and methodologies into DBSA workflows Pipeline Development and Capacity Building Contribute to the development of a structured pipeline of climate-resilient municipal projects Support municipal capacity-building efforts related to project definition, prioritisation, and funding alignment Organise and facilitate workshops, technical sessions, and stakeholder engagements Reporting and Strategic Inputs Provide structured reporting and technical inputs to support internal decision-making Collaborate regularly with the NUCA Programme Support Team and Country Programme Officer Contribute to coherent planning, implementation, and oversight of NUCA activities within DBSA Profile and Qualifications The ideal candidate will demonstrate strong experience in urban infrastructure development and municipal engagement within the South African context. Required Qualifications and Experience Master’s degree in: Urban planning Engineering Municipal finance Public policy Development studies or a related field Minimum of 3 years’ experience in: Urban infrastructure development Municipal finance Project preparation or service delivery planning Proven experience working with or within South African municipalities Demonstrated involvement in feasibility studies or municipal infrastructure pipeline development Technical and Professional Competencies Strong understanding of urban climate finance and municipal funding pathways Knowledge of South Africa’s municipal finance regulatory environment Familiarity with infrastructure planning and borrowing frameworks Experience supporting municipalities in aligning projects with funder requirements Additional Skills Strong stakeholder management and facilitation skills Experience leading workshops and technical engagements Background in capacity building for municipal partners Familiarity with ESG or climate integration in urban projects is an advantage How to Apply Interested candidates should submit: A detailed CV (maximum 2 pages) A short cover letter (maximum 2 pages) outlining relevant experience and expected daily rate Applications should be sent to hamdidouchem.ext@afd.fr with the subject line:[Application] Urban and Municipal In-House Consultant – Candidate Name and Surname All applications must be submitted by 6 January 2026.
