Consultancy Opportunity: Operationalization Framework Development for the Bulsho Fund NEAR (Network for Empowered Aid Response), hosted by Adeso – African Development Solutions, is seeking an experienced consultant to support the early operationalization of the Bulsho Fund. This short-term consultancy represents an important opportunity for professionals with strong experience in organizational development, strategy, and systems design to contribute to a pioneering locally led funding mechanism in Somalia. About NEAR NEAR is a global network and movement of local and national organisations committed to transforming the humanitarian and development system. Its goal is to shift power away from top-down, externally driven models and toward approaches that are locally owned, equitable and accountable. The network brings together members across four major regions: Africa, Asia and the Pacific, Latin America and the Caribbean, and the Middle East. NEAR advocates for policy change, systemic reform and investment in local leadership to achieve more sustainable and dignified outcomes for crisis-affected communities. About Adeso Adeso is an African-based humanitarian and development organisation currently serving as the host institution for NEAR. Both Adeso and NEAR share a core vision: to reduce vulnerability and strengthen community well-being through innovative, locally led solutions. The organisations work to influence global systems, promote equitable partnerships and support community-driven responses. About the Bulsho Fund The Bulsho Fund (BF) is a newly established national non-profit organisation in Somalia under NEAR’s Solutions pillar. Its mission is to support humanitarian and development goals through a community-centred, participatory and locally driven model of funding. It aims to alleviate poverty, promote sustainable development and strengthen the resilience of vulnerable communities. As the Bulsho Fund enters its formative stage, the organisation is establishing the governance, operational and institutional frameworks required to function as an effective community empowerment fund. To support this process, the Fund is seeking specialised consultancy support. Purpose of the Consultancy The consultancy will guide the initial implementation phase of the Bulsho Fund by designing a short-term operational framework and an actionable work plan. The consultant will work closely with the Governance Board and NEAR Secretariat to define operational priorities, establish management processes and provide technical recommendations that position the Fund for effective programme delivery, coordination and institutional growth. Key Responsibilities Develop a clear short-term operational framework for the Bulsho Fund, outlining essential systems, processes and decision-making structures Propose an initial implementation plan that supports the Fund’s institutional strengthening and operational readiness Advise the Governance Board on strategic priorities, governance mechanisms and management procedures Identify capacity-building needs and propose practical steps to support organisational development Provide technical guidance to ensure alignment with the Bulsho Fund’s mandate, values and community-centred approach Produce clear documentation that supports adoption and execution of the recommended operational processes Consultancy Details Duration: 22 days Start Date: As soon as possible Reporting to: Fund Manager, Bulsho Fund Working with: NEAR Secretariat and Bulsho Fund Governance Board Duty Station: Remote Required Profile While the call does not specify eligibility criteria, the consultancy is suited to professionals with expertise in the following areas: Organisational development and institutional strengthening Strategic planning and operational framework design Governance systems, management processes and organisational setup Experience working with community-driven, locally led or humanitarian funding mechanisms Familiarity with Somali context or similar environments is an asset Ability to work independently, remotely and in coordination with governance structures How to Apply Interested candidates should prepare an application that demonstrates their suitability, outlining relevant experience, technical capacity and understanding of locally led organisational models.
