About the M&E Manager Role The M&E Manager is a newly established position within NEAR’s Learning Team, reporting directly to the Learning Director. The role has been created to strengthen the organization’s data systems, results measurement, and evidence generation as its portfolio of donor-funded programs, member engagement initiatives, and collaborative projects continues to grow. Unlike the Learning Manager, who focuses on organizational learning, facilitation, and knowledge sharing, the M&E Manager will lead the technical aspects of monitoring, evaluation, and data management. Core responsibilities include: Designing and managing monitoring and evaluation systems. Developing survey instruments and overseeing data collection. Conducting quantitative data analysis. Maintaining indicator frameworks and donor reporting systems. Producing dashboards, visualizations, and evidence summaries. Supporting grant monitoring and MEL framework development. Managing organizational data systems and documentation. The successful candidate will ensure that reliable data informs both internal learning processes and external accountability to donors and partners. Key Responsibilities The M&E Manager will work across multiple organizational functions to strengthen NEAR’s monitoring and evaluation capacity. Major responsibilities include: Member Survey Management The successful candidate will: Design survey instruments. Coordinate data collection. Clean and analyze survey datasets. Produce accessible reports and visualizations. Support annual member surveys and post-event evaluations. Monitoring and Results Frameworks Responsibilities include: Maintaining organizational indicator frameworks. Tracking progress against donor commitments. Conducting indicator quality audits. Grant Monitoring and MEL Support The M&E Manager will also: Develop and maintain monitoring, evaluation, and learning (MEL) frameworks. Support donor reporting requirements. Systems Development Additional responsibilities include: Managing MEL systems using Asana or similar project management platforms. Supporting the redesign of NEAR’s MEL systems planned for 2027. Developing clear documentation and data management protocols. Eligibility Requirements NEAR is seeking highly experienced monitoring and evaluation professionals with strong technical expertise. Essential qualifications include: Strong quantitative data analysis skills. Experience designing and managing MEL systems. Expertise in survey methodology, administration, and analysis. Experience maintaining indicator frameworks across multiple donor-funded programs. Ability to create dashboards and data visualizations. Proficiency in Asana or equivalent project management software. Strong documentation and data management skills. Experience translating technical findings for non-technical audiences.
