The National Directorate of Employment (NDE) has opened applications for the Renewed Hope Employment Initiative (RHEI) Phase 3, a nationwide programme designed to equip unemployed Nigerians with technical, vocational, entrepreneurial, and digital skills that promote sustainable employment and self-reliance. The initiative aims to train approximately 21,824 participants across Nigeria through fully funded skills development programmes, offering beneficiaries access to vocational training, financial stipends, certification, and start-up support in selected high-demand sectors. The programme is available across all 36 states and the Federal Capital Territory (FCT), reinforcing the government’s commitment to reducing unemployment and expanding economic opportunities through practical skills acquisition. Fully Funded Skills Development Programme The Renewed Hope Employment Initiative provides participants with access to comprehensive vocational and technical training tailored to their chosen industries. Successful applicants will benefit from: Fully funded technical and vocational training Monthly support stipends during training Hands-on practical learning Nationally recognised NDE Certificate of Completion Starter packs for selected trades upon graduation Access to low-interest business loans for eligible participants According to the NDE, the programme seeks to bridge the gap between skills acquisition and gainful employment by preparing participants for entrepreneurship and the labour market. Nationwide Training Across Multiple Sectors Training will be delivered through NDE-owned centres, accredited private vocational institutions, and state-owned training facilities strategically located throughout Nigeria. The initiative covers more than 100 training centres, ensuring participants can access programmes close to their place of residence. Training opportunities span several sectors, including: Vocational and technical skills Technology and digital skills Agribusiness Entrepreneurship development Small business management The NDE noted that programme availability is determined by participants’ state of residence and the capacity of nearby training centres. Rural Employment Promotion Schemes One of the programme’s major components is the Rural Employment Promotion (REP) scheme, which focuses on creating sustainable livelihoods through agricultural and agribusiness training. Available schemes include: Sustainable Agricultural Development Training Scheme Small Stock (Goat) Production Training Scheme Microlivestock Agricultural Training Scheme Community-Based Agricultural Training Scheme Fish Production and Feed Formulation Training Scheme Organic Agricultural Training Scheme Participants will receive practical instruction in a variety of agricultural value chains and income-generating activities. Skills Offered Under Agricultural Training The programme provides specialised training in areas such as: Vegetable farming Poultry production Irrigation farming Goat, sheep, and ram production Rabbit farming Snail farming Grass cutter rearing Beekeeping Fish production Fish feed formulation Compost production Greenhouse farming Sack farming Food processing Maize, wheat, and cowpea processing Most agricultural schemes are open to participants between 18 and 50 years of age, although eligibility may vary depending on the specific programme. Pre-Enrolment Assessment Required Before submitting a full application, all prospective participants must complete an online pre-enrolment assessment. The assessment evaluates: Programme eligibility Identity verification using National Identification Number (NIN) Bank Verification Number (BVN) and bank account validation State-based programme availability Age verification Proximity to training centres Passport photograph quality The assessment is designed to match applicants with suitable training programmes and available centres nearest to their residence. Application Process Applicants are required to follow a structured six-step registration process. The application steps include: Creating an NDE client account Completing identity verification using a National Identification Number (NIN) Providing personal information Selecting a preferred programme, scheme, and skill set Submitting the application and downloading the acknowledgement slip Updating state of origin information where necessary to reflect the verified state of residence Applicants are advised to retain their registration number after submission for future reference. Comprehensive Participant Support To improve participant experience throughout the programme, the NDE has integrated a dedicated digital support system into its online platform. Support services include: Live chat assistance during working hours Online support ticket submission Ticket tracking through individual client dashboards Responses to enquiries within 24 hours Participants can access support services from the application stage through to programme completion. Programme Targets Over 21,000 Beneficiaries The Renewed Hope Employment Initiative Phase 3 is expected to train approximately 21,824 participants nationwide through four major programme categories: Rural Employment Promotion (REP) Small Scale Enterprises (SSE) Special Public Works (SPW) Vocational Skills Development (VSD) The initiative represents one of Nigeria’s largest government-funded employment and skills development programmes aimed at promoting entrepreneurship, reducing unemployment, and improving livelihoods.
