This opportunity targets senior, results-driven experts with extensive experience in development cooperation, project management, and evaluation across multiple regions. About the Opportunity: EU Results-Oriented Monitoring (ROM) The EU Results-Oriented Monitoring (ROM) system is an independent external monitoring tool used to assess ongoing EU-funded interventions against internationally recognised OECD DAC criteria, including relevance, effectiveness, efficiency, sustainability, and impact. The primary objective of ROM is to strengthen the design, implementation, accountability, and transparency of EU external actions through impartial, evidence-based assessments. ROM operates on a demand-driven basis, deploying external monitoring missions to selected projects and programmes. These missions provide structured, analytical reviews that support EU institutions, implementing partners, and stakeholders in improving performance and maximising development impact. As a ROM Specialist, selected experts will contribute directly to improving the quality and results of EU-funded programmes by delivering high-quality monitoring missions, analytical assessments, and actionable recommendations. Role Purpose Results-Oriented Monitoring Specialists serve as independent experts responsible for assessing EU-funded projects and programmes across diverse thematic sectors and geographic regions. The role requires strong analytical judgment, deep sectoral expertise, and the ability to evaluate complex interventions using EU results-based management frameworks. Specialists are expected to apply EU methodologies, quality control systems, and monitoring tools to provide objective findings that inform decision-making, improve programme delivery, and enhance value for money in development cooperation. Key Responsibilities ROM Specialists will typically be engaged to: Conduct independent monitoring missions for EU-funded interventions Assess programme performance against DAC evaluation criteria and EU results frameworks Analyse project design, implementation progress, risk management, and sustainability Review logical frameworks, indicators, monitoring systems, and results chains Apply EU results-based approaches to identify strengths, weaknesses, and improvement areas Produce clear, evidence-based monitoring reports with practical recommendations Contribute to accountability, learning, and transparency within EU external action Assignments may involve desk reviews, field missions, stakeholder interviews, and structured reporting in line with EU ROM standards. Eligibility and Minimum Requirements Candidates must meet the following minimum eligibility criteria: Education: Master’s degree or equivalent in a relevant field Professional Experience: Minimum 12 years of experience in development cooperation At least 6 years of experience as a Team Leader or At least 5 years of experience in Project Management Minimum 5 years of experience working with Quality Control (QC) systems Technical Expertise: Proven experience with EU results-based approaches, monitoring, and evaluation Strong understanding of EU external action frameworks and performance management systems Demonstrated ability to conduct independent, analytical assessments Regional Experience: Extensive professional experience across Sub-Saharan Africa, Latin America and the Caribbean, and Asia and the Pacific Language Skills: Fluency in English and at least one of the following at C2 level: French Spanish Portuguese Required Sectoral Expertise Applicants must demonstrate in-depth experience in one or more of the following sectors: Democracy, rule of law, and fundamental rights Public administration reform Investment climate, private sector development, international trade, innovation, and digitalisation Education and culture Health, employment, and social protection Agriculture and rural development Migration Border management, conflict prevention, and security Water and sanitation Environment and natural resources Energy Climate change Civil society and local authorities Sustainable cities and transport Nuclear safety Sectoral expertise should be supported by concrete project experience and monitoring or evaluation assignments.
