About the Nigeria INGO Forum Established in 2014, the Nigeria INGO Forum (NIF) serves as a collaborative platform for international non-governmental organizations (INGOs) working across humanitarian, development, and peacebuilding efforts in Nigeria. It facilitates information sharing, advocacy, and engagement with government authorities, donors, and UN agencies to ensure that INGO perspectives and the voices of affected communities are represented in decision-making processes. The Forum comprises 53 member organizations and nine observers, governed by a Steering Committee of Country Directors and a Chair, with operational support from a dedicated Secretariat. NIF plays a crucial role in improving coordination, reducing duplication, and promoting collective action to address humanitarian and development challenges in Nigeria. Position Overview The Deputy Director, INGO Forum (Zamfara), will support NIF’s mission to strengthen coordination, advocacy, and collaboration among INGOs operating in northwest Nigeria. Reporting to the Forum Director, the Deputy Director (DD) will serve as a bridge between Abuja and the North West field operations, ensuring accurate representation of INGO interests and supporting effective, evidence-based decision-making. This senior leadership role requires a highly qualified, resilient, and dynamic professional with strong coordination, representation, and policy engagement experience in complex humanitarian settings. Key Responsibilities The Deputy Director will oversee operational, coordination, and advocacy functions to enhance the Forum’s effectiveness in the northwest region. Responsibilities include: Strategic Coordination: Facilitate regular engagement among INGO members, fostering collaboration and joint analysis for effective humanitarian and development responses. Representation and Advocacy: Represent INGO interests in regional coordination platforms, government meetings, and donor consultations. Lead and support collective advocacy efforts that influence humanitarian policy and practice. Organizational Leadership: Manage the Admin and Liaison Technical Officer to ensure alignment with Forum objectives and operational standards. Office Management: Depending on hosting arrangements, provide day-to-day oversight of the Zamfara office, including personnel, security, and budgeting. Compliance and Accountability: Ensure adherence to host agency procedures, NRC policies, and Forum governance frameworks. Financial Management: Support the Director with budgeting, expenditure tracking, and reporting to ensure transparency and compliance. Information and Analysis: Facilitate timely data collection, information exchange, and mapping of humanitarian needs and responses. Identify gaps, avoid duplication, and promote joint initiatives among INGO members. Capacity Building: Support NIF members through technical assistance, coordination training, and policy dialogue. Strategic Planning: Contribute to the development of regional strategies that strengthen humanitarian access, safety, and operational coherence across North West Nigeria. Candidate Profile The ideal candidate is a strategic leader and skilled communicator with extensive experience in humanitarian coordination and policy engagement. Essential Qualifications: Advanced degree in a relevant discipline (international relations, development studies, or social sciences) or equivalent professional experience. 5–7 years of progressive experience in humanitarian or development programming, ideally in conflict-affected or access-constrained settings. Proven track record in coordination, partnership building, and advocacy within complex emergencies. Strong understanding of humanitarian principles, access negotiation, and community participation approaches. Demonstrated ability to manage staff, budgets, and multi-stakeholder platforms. Excellent writing, editing, and analytical skills in English. Experience representing collective interests to government, donors, and the UN system. Prior work with INGO consortia or coordination bodies is an asset. Knowledge of the Nigerian context or prior experience in West Africa strongly preferred. Fluency in Hausa is an added advantage. Cultural sensitivity and ability to navigate diverse environments.
