The Norwegian Refugee Council (NRC) is seeking an experienced Risk and Compliance Manager to strengthen risk governance, compliance assurance and organisational accountability across its Country Offices in Cameroon and Nigeria. This cross-country role is integral to ensuring that NRC’s operations remain compliant with global standards, donor requirements and national regulations, while fostering a strong risk-management culture within both missions. The position supports NRC’s mandate to protect displaced populations, uphold ethical standards, and enhance operational integrity in two complex and high-risk operating environments. Key Purpose of the Role The Risk and Compliance Manager will lead country-level efforts to identify, assess and address organisational risks, reinforce internal controls and streamline compliance practices. Operating across Cameroon and Nigeria, the role ensures that both missions adhere to standards related to sanctions and counter-terrorism (COTER), safeguarding, anti-corruption, data protection, donor compliance, and NRC’s Code of Conduct. The manager will also support strategic decision-making by providing assurance to senior leadership, coordinating internal and donor audits, and strengthening the quality of documentation and institutional learning. Core Responsibilities Across Both Countries The role includes responsibilities that span both Cameroon and Nigeria, with a focus on high-risk areas and organisational learning. Key duties include: Facilitating risk management processes, ensuring the Risk Register remains current and reflective of contextual developments. Guiding risk owners in prioritising key risks and ensuring mitigation plans are implemented. Strengthening risk identification and mitigation strategies for partnerships, including risk assessments, capacity strengthening and compliance support for partners. Acting as the focal point for sanctions and counter-terrorism, supporting training, compliance checks and operational guidance. Supporting data protection compliance, including development of Data Process Maps, conducting Data Protection Impact Assessments (DPIAs), and managing data breach reporting. Strengthening internal documentation through the Securing Supporting Documentation (SSD) initiative and oversight of the filing structure. Serving as the Anti-Corruption focal point, coordinating with Investigations, leading trainings and proposing improved control measures. Leading the Recommendation Tracker, ensuring follow-up on high-risk recommendations across departments. Providing cross-departmental support and guidance on internal controls, compliance processes and accountability frameworks. Additional Responsibilities in Cameroon In Cameroon, the role will place a specific emphasis on compliance assurance and audit management. Additional duties include: Leading donor audits in collaboration with the Grants and Finance teams, and coordinating follow-up on audit findings. Conducting internal audits and routine spot checks to ensure alignment with NRC policies, national legislation and donor requirements. Additional Responsibilities in Nigeria Given the higher operational risks in Nigeria, the role will take a proactive approach in strengthening compliance and risk oversight. Responsibilities include: Supporting the Head of Support in managing audit-related processes. Collaborating closely with the Internal Control Manager to conduct spot checks and ensure adherence to internal controls. Coordinating with Global Integrity and senior leadership on the engagement and oversight of local investigators. Professional Competencies Candidates should demonstrate: A minimum of 3 years’ experience in compliance, risk management or auditing, ideally within the humanitarian sector. Documented experience aligned with the position’s responsibilities. Strong analytical, advisory and problem-solving skills, with the ability to guide senior management and develop practical risk mitigation solutions. Knowledge of international regulatory frameworks applicable to INGOs. Experience in at least one cross-cutting thematic area such as safeguarding, accountability, or Code of Conduct compliance. Fluency in English and French; Hausa is an asset. Contextual experience in Cameroon and/or Nigeria is strongly preferred. What NRC Offers Duty Stations: Yaoundé (Cameroon) and Abuja (Nigeria), with frequent travel. Contract Type: National contract, 12 months with the possibility of extension.
