Organisation: Norwegian Refugee Council (NRC)Duty Station: Abuja, Nigeria The Norwegian Refugee Council (NRC) is seeking a qualified and dynamic professional to serve as Education Core Competency (CC) Specialist in Nigeria. This position plays a central role in defining the strategic direction, quality assurance, and technical development of NRC’s Education programmes in the country. The specialist will report to the Head of Programme (HoP) and contribute to strengthening NRC’s education portfolio through technical leadership, capacity building, and strategic partnerships. As of 2025, an estimated 7.8 million people across Borno, Adamawa, and Yobe States require humanitarian assistance, including 1.3 million children and youth in need of education support. Protracted displacement, insecurity, and damaged infrastructure have contributed to one of the highest rates of out-of-school children globally. Role Purpose The Education Core Competency Specialist will provide technical leadership to ensure that NRC’s education interventions are evidence-based, impactful, and aligned with national priorities and global humanitarian standards. The role involves leading strategy development, ensuring programme quality, supporting staff capacity development, and fostering partnerships that enhance inclusive, protective, and sustainable education solutions for crisis-affected children and youth. Key Responsibilities Lead the development of the Education Core Competency strategy, technical guidance, and macro-logframes, ensuring alignment with NRC’s regional and global frameworks. Contribute to fundraising efforts, including proposal development, budget design, and donor reporting. Identify emerging trends, technical standards, and donor priorities relevant to education programming. Ensure compliance with contractual commitments, maintaining high technical quality and promoting synergy across project activities. Provide technical direction and implementation support to field teams to strengthen the quality and effectiveness of education interventions. Ensure that key learnings are systematically documented and integrated into programme design, staff development, and strategic planning. Represent NRC in relevant education coordination forums, working groups, and policy platforms. Qualifications and Experience Master’s degree (or equivalent) in Education, Social Sciences, or a related field. Minimum five years of technical experience in education programming within humanitarian or recovery contexts. Proven ability to manage complex education programmes, including programme design, fundraising, and budget management. Demonstrated expertise in youth programming, cash and market-based education approaches, and psychosocial support integration. Experience working in volatile or conflict-affected contexts; familiarity with the humanitarian architecture and coordination mechanisms. Strong background in capacity strengthening, including staff mentoring and remote training. Excellent leadership, communication, and analytical skills. Fluency in English (written and spoken). Knowledge of the Nigerian and Central/West African humanitarian context is an asset.
