NRC is seeking an experienced Institutional Partnership Adviser (IPA) to strengthen high-level engagement with institutional donors, expand sustainable funding opportunities, and support global policy influence. The role sits within the Institutional Partnership team in NRC’s Geneva Representative Office and works closely with the Global Policy and Advocacy Section (PAS), under the Partnerships and Policy Department (PnP). The position is remote, open to candidates eligible to work in Norway, Germany, the UK, or potentially another agreed location. Candidates based in Oslo, Berlin, or London may work from NRC office hubs. Key Responsibilities Advising on Institutional Donors Lead NRC’s global, regional, and country-level engagement with: World Bank, African Development Bank, and other development banks (50%) UNHCR, UNICEF, WFP, IOM, and other UN agencies (25%) Provide donor insights, strategic advice, compliance guidance, and policy interpretations. Maintain donor intelligence, networks, and historic engagement records. Organise and participate in high-level donor meetings. Resource Mobilisation Track and share emerging funding opportunities. Conduct donor mapping and contribute to donor trend analyses. Support prequalification, due diligence, and internal proposal prioritisation. Help-Desk Support & Capacity Strengthening Provide advice on donor rules, conditions, clauses, and compliance. Support proposal development and grant agreement reviews. Deliver training and promote best practices across NRC offices. Networking, Representation & Advocacy Represent NRC in strategic forums to influence donor policies. Advocate for improved financing conditions, including flexibility, predictability, and multi-year commitments. Internal Coordination Ensure NRC’s donor relations are reflected in external communications. Participate in donor-specific working groups and internal information-sharing mechanisms. Stay updated on organisational priorities and funding needs. Strategic Engagement Reviews Assess alignment with existing and new donors. Map new partnership opportunities and test engagements. Recommend strategic shifts based on evolving conditions. Supporting Policy & Advocacy on the System-Wide Funding Gap Engage in global discussions on humanitarian financing reform. Provide donor intelligence to strengthen NRC’s advocacy agenda. Contribute to analysis on bridging humanitarian–development financing in fragile contexts. Support development of policy products, talking points, and briefing materials. Participate in inter-agency working groups and share field-based evidence. Candidate Profile Qualifications & Experience Advanced university degree or equivalent. Minimum 5 years’ experience in humanitarian/development agencies or donor institutions. Strong understanding of institutional donor systems, global humanitarian financing, and policy frameworks. Experience in resource mobilisation, donor engagement, and fundraising. In-depth knowledge of UN humanitarian agencies and familiarity with the World Bank and development bilaterals. Knowledge of NRC is a strong asset. Skills Excellent interpersonal, diplomatic, and negotiation abilities. Strong analytical, representational, and communication skills. Highly organised and structured, with strong planning and administration capacity. Fluent English (written and verbal). Proficiency with MS Office tools. Contract Details Duty stations: Remote; or Oslo / Berlin / London office if based there. Contract type: 2-year fixed term. Travel: Approximately 10%.
