The Head of Total Rewards & Global Mobility is a senior strategic leadership position within the Oxfam International Secretariat, specifically situated in the Care and Core Operations Hub under the People, Culture and Wellbeing Core Team. The role is designed to shape, govern, and evolve global reward systems across a complex international confederation operating in multiple labour markets, currencies, and regulatory environments. This position is offered on a two-year contract, full-time basis (1.0 FTE), and may be based in any country where the organisation has a legal presence, with preference for candidates located in the Global South. The role operates within internal grade B2 and is aligned with organisational values and location-based salary frameworks. ORGANISATIONAL CONTEXT AND PURPOSE The Care and Core Operations Hub provides essential institutional systems that ensure organisational stability, resilience, and effectiveness. It integrates functions such as Finance, Digital Services, Programme Operations, Integrity, and People, Culture and Wellbeing. Within this structure, the People, Culture and Wellbeing Core Team focuses on building a high-performing, values-driven workforce. Its mandate is to create systems that support wellbeing, equity, and operational excellence, enabling staff to deliver impactful humanitarian and development work. The Head of Total Rewards & Global Mobility plays a critical role in ensuring that compensation, benefits, job structures, and mobility frameworks are fair, transparent, and aligned with the organisation’s feminist, decolonial, and equity-centred principles. STRATEGIC ROLE PURPOSE The role provides global leadership on reward strategy, job architecture, pay governance, benefits systems, and global mobility frameworks across the organisation. It supports the Oxfam International Secretariat and wider confederation entities, including regional platforms, clusters, country offices, and humanitarian teams. A core objective is to ensure that reward systems are consistent yet adaptable across diverse contexts. The role balances global alignment with local relevance, taking into account economic volatility, labour market differences, and varying employment arrangements, including Employer of Record (EOR) models. The position also supports the implementation and long-term evolution of the Total Rewards Project, ensuring continuity beyond initial transformation cycles and embedding sustainable reward practices across the organisation. KEY STRATEGIC RESPONSIBILITIES Reward Strategy and Governance The role provides expert leadership in developing and maintaining global reward frameworks. This includes: Designing and strengthening global reward strategies across the organisation Ensuring alignment with organisational values, equity principles, and transformation goals Supporting consistency in reward approaches across decentralised teams Advising on remuneration structures across diverse global labour markets Partnering with internal and external stakeholders to monitor market trends and organisational needs Job Architecture and Evaluation Systems A key responsibility is the development and governance of job structures, including: Designing and maintaining global job architecture frameworks Developing job description templates and grading guidance Ensuring consistent job evaluation processes across the organisation Training HR teams and managers on job classification and grading systems Pay Governance and Benchmarking The role leads analytical and policy work related to compensation structures, including: Developing global pay governance frameworks Analysing market salary data and benchmarking trends Evaluating external benchmarking providers Supporting annual salary review processes Ensuring pay equity, fairness, and budget alignment Global Mobility and Employment Structures The role contributes to the design of mobility and cross-border employment systems by: Supporting global mobility frameworks across regions and functions Advising on hosting arrangements and international assignments Incorporating Employer of Record models into reward frameworks Addressing compensation challenges linked to multi-country operations Benefits and Total Rewards Strategy The position supports the development of comprehensive benefits systems, including: Mapping benefits across the confederation Establishing minimum global standards where applicable Enhancing employee experience through improved reward structures Ensuring alignment between financial and non-financial reward elements Currency and Economic Adjustment Frameworks Given the complexity of operating in volatile economies, the role: Develops policies addressing currency fluctuations Provides guidance on salary adjustments in unstable markets Supports equitable compensation across different economic environments Data, Analytics, and Reporting The role strengthens evidence-based decision-making through: Improving reward-related data quality Enhancing pay equity and transparency analysis Developing reward analytics and reporting systems Supporting workforce trend analysis for strategic planning LEADERSHIP AND STAKEHOLDER ENGAGEMENT The Head of Total Rewards & Global Mobility operates in a highly collaborative environment and is expected to influence senior leaders across multiple regions and organisational levels. Key expectations include: Providing strategic advice to senior leadership and HR teams Coordinating reward practices across global and regional structures Engaging with external consultants and benchmarking providers Building trust and transparency in reward systems Supporting cross-cultural collaboration across time zones The role requires strong leadership in shaping organisational coherence while respecting decentralised operational realities. SKILLS, EXPERIENCE, AND COMPETENCIES Essential Requirements The ideal candidate demonstrates: Extensive experience in compensation, benefits, and reward systems in international or multi-country organisations Strong expertise in job architecture, job evaluation, and pay benchmarking Experience working across diverse labour markets, particularly in the Global South Proven ability to design reward policies and governance frameworks Strong analytical and strategic thinking capabilities Experience managing complex organisational systems Excellent communication and stakeholder engagement skills Fluency in English Desirable Experience Additional advantages include: Experience within international NGOs or global humanitarian organisations Familiarity with reward benchmarking tools such as Mercer or Birches Experience in organisational transformation programmes Exposure to shared services or global HR operating models Additional languages such as French, Spanish, or Arabic ORGANISATIONAL VALUES AND EXPECTATIONS All staff within the organisation are expected to demonstrate commitment to: Inclusion, accountability, empowerment, courage, solidarity, and equality Feminist leadership principles and continuous learning Safeguarding policies and ethical workplace conduct Transparency, integrity, and responsible decision-making The organisation places strong emphasis on values-based recruitment, ensuring that all employees contribute to a safe, inclusive, and ethical working environment.
