Oxfam GB is currently seeking a Safety & Security Coordinator (Nationals Only) to be based at its Head Office in Damascus, Syria. This role is central to ensuring that Oxfam’s security strategies, systems, and procedures are robust, context-appropriate, and fully aligned with organisational policies and standards. Position Overview The Safety & Security Coordinator is responsible for leading the development, implementation, and continuous review of the Syria programme’s security strategy, Security Management Plans, and Standard Operating Procedures. Reporting within the International Division and working closely with the Country Director and Regional Security Advisor, the role ensures that Oxfam staff, assets, and programmes operate within an effective and responsive security framework. Location: Damascus, Syria Workplace Type: On-site Contract Type: Fixed-term Grade: National C2 Working Hours: 48 hours per week Salary: As per Oxfam National Salary Scale Closing Date: 16 February 2026 Department, Team, and Job Purpose Department Purpose To support Oxfam’s mission by implementing strong security protocols and fostering a safe, healthy, and secure working environment, while strengthening collaboration with local partners and communities. Team Purpose To ensure the safety and security of Oxfam staff, associated personnel, assets, and programmes across Syria. Job Purpose To ensure that security strategies, management plans, and procedures for the Syria programme are developed, implemented, monitored, and reviewed in line with Oxfam’s global policies, risk management approach, and operational standards. Key Responsibilities Context Analysis and Risk Assessment Maintain continuous analysis of the security context and evolving risks affecting staff, assets, and programmes Develop and regularly update comprehensive context analyses and risk assessments Lead and optimise the use of OSIRIS, Oxfam’s Security Incident Reporting System Conduct regular and ad hoc security assessments in current and potential areas of intervention Build and maintain strong information networks with relevant stakeholders to ensure access to reliable security information Security Systems and Incident Management Lead the development and implementation of a country-level security management system, including acceptance strategies Advise and support the Country Director on security risk management and decision-making Support senior management in managing security incidents and crisis response Provide accurate and timely security input to crisis managers during emergencies Supervise and technically support security officers and focal points across the country Ensure coordination with HR, Logistics, Administration, and Finance to support effective security management Security Awareness and Capacity Building Ensure staff complete mandatory security training, including PST online security courses Coordinate and deliver additional security training where required Ensure all staff and visitors receive appropriate security briefings Maintain up-to-date Security Management Plans and Welcome Packs accessible to all staff Work closely with Human Resources to support staff wellbeing and duty of care Coordination and Representation Liaise externally with government authorities, UN agencies, NGOs, partners, and communities on security-related matters Coordinate internally with the Country Director, senior management, and regional and global security advisors Ensure security systems complement programme delivery and advocacy objectives Required Experience, Knowledge, and Competencies The ideal candidate will demonstrate strong alignment with Oxfam’s mission and feminist principles, including empowerment, accountability, and inclusion. Essential Qualifications and Experience Graduate qualification, preferably a master’s degree in security management or equivalent professional experience Minimum of five years’ practical experience in security assessments, planning, and implementation within UN and/or NGO humanitarian operations Proven experience managing security in insecure, volatile, and rapidly changing contexts Demonstrated leadership and team management experience, including support to geographically dispersed teams Proven influencing and negotiation skills in high-pressure environments Experience delivering field-based security training Fluency in English and Arabic Core Competencies Strategic thinking and sound judgment Strong relationship-building and communication skills Ability to work effectively in complex and ambiguous environments Cultural sensitivity and commitment to gender equality and diversity High attention to detail, organisation, and report-writing skills Willingness to travel frequently and at short notice Desirable Understanding of cultural and operational nuances across Syrian locations, including Damascus, Aleppo, Deir ez-Zor, Hama, Latakia, and Idlib What Oxfam Offers Oxfam offers a competitive national salary and benefits package, including: Annual leave and additional leave allowances Sick pay and life assurance Access to extensive learning and development opportunities, including training, mentoring, and on-the-job learning A values-driven and inclusive work environment committed to equality and safeguarding All appointments are subject to satisfactory references and background checks, in line with Oxfam’s safeguarding policies and participation in the Inter-Agency Misconduct Disclosure Scheme.
